Dear Project Ar�a Residents;
The City of Or�no has scheduled a Neighborho d Informational Meeting to obtain resident
comments on a roposed sanitary sewer project serve the Webber Hills Neighborhood. A
project area ma is included with this notice. This eighborhood Meeting will be held at 7:00
P.M. Tuesday, ay 19th at the Orono City Co ncil Chambers.

This area was in�cluded in the recent MUSA expa ion for sanitary sewer installation because of
the smaller lot s�zes and older septic systems with 1 'ted replacement sites available. Installation
of new code co' pliant septic systems will be dif ult on some of the lots in this neighborhood
and system reg cements will result in the loss o numerous trees. Approximately 75% of the
existing septic ystems in this neighborhood are on-conforming with several sy'stems in near
failing conditio . This area is one of ten neighbor ods included in the recent MUSA expansion.
Sewer projects ave already been completed in fou areas with an additional two areas scheduled
for completion 's summer. We are beginning th planning process for possible 1999 projects.
At this time, in rest rates are low providing for ore affordable projects.
Project Assessments and Costs
A feasibility study has been completed with an estimated project cost of $961,000 in 1998
dollars. This re�ults in a proposed project assess ent of$26,000 per unit payable over a fifteen
year period. Options for prepayment of the asses ment are available. Based on several projects
recently compl�ted, the estimated interest rate is 6 25%. Based on a 15-year assessment at 6.25%
interest, the an�ual assessment payments will be pproximately $2,700. These project costs and
assessment pay+rnents may vary dependent on fu re construction costs and interest rates.

The property owner is also responsible for payment of a SAC (Sewer Availability Charge) at the
time the pernut for connection is issued. The 1999 SAC charge will be $1050 per unit. This
money is collected by the Ciry and then forwarded to the Metropolitan Council Environmental
Services Division. This money is used to pay for the additional capacity built in to the MCES
sewer interceptor pipes for future connections to the sewer system. This is a standard charge per
new sewer unit for the entire MCES system in the metro area.
The sewer service pipes will be stubbed out to the property line. The property owner is then
responsible for hiring a licensed plumber to complete the hook up to the new sewer and to
properly abandon the existing septic system. The estimated cost for this work is approximately
$2,000 to $3,000 depending on the length of service required. The City fee for the connection
pernut is $35.00.
The current quarterly sewer rate for the entire City is a flat fee of$76.85

Receipt of residents comments regarding this proposed project is very important and attendance
