You had indicated that the current survey shows the lower level of my property 3 inches lower than the required level. I went Uack to the surveyor to ask�vhere they toolc the elevations from since I know they did not have access to my home. They confirmed that the reading was taken from outside. The highest elevation they could have used adjacent to the lower level is the patio, which is elevated about 3 inches from the surrounding grass. You'll note from the attached photo that the lower level is already well over 3 inches higher than the patio, so my lower level is already above the 932•5 value. The crawl space is at the same elevation as the lower level. I also understand that this criteria is being triggered because the City has concluded that the value of my structural changes will increase by over 50%. I'd be curious to know how you arrived at that determination, as that is not my assumption at all. The City currently has my home valued at $1.5 million. Since my lot is unbuildable and could not be used for a tear down, the lot itself could not be valued as highly as it would be if a tear down��ere possible. I, therefore, think probably a million dollars of the value should be dedicated to the structure. We don't have a final estimate yet but I'm projecting a budget of well under $750,000. While we're making significant changes, much of it has to do with adding a 3 car garage, 2 porches, and 2 decks, which are not expensive adds. Also, much of the house is not being changed at all. Per the issue at hand, I think the lower level meets the objective as indicated from the attached photo and I'm also certainly projecting adding less than 50%to the value of the structure. We have the following comments with regards to engineering matters: • The plans propose to construct rain gardens on either side of the driveway. Vegetative filter strips were discussed and approved at the City Council meeting. Either rain gardens or vegetative filter strips would be an effective method of treating runoff antl are acceptable from an engineering standpoint.
