Re: City Code Violation at 2477 Shadywood Road

In response to a number of complaints regarding the exterior building lighting on your building at 2477
Shadywood Road, City staff recently performed an evening inspection. Staff observed the lighting on
the building and noted that the fixtures do not offer any shielding of the light source. The lighting is
excessivety bright and is directed off of the property. It appears to violate City Code section 78-1573
(below). Further, the lighting appears to be a nuisance to neighboring property owners and a potential
hazard to drivers.
City Code Section 78-1573 states:
"Any use requiring an operation producing an intense heat or light transmission shal/be performed with
the necessary shie/ding to prevent such heat or light from being detectable at the /ot line of the site on
which the use is located. Lighting in al/instances shall be diffused or directed away from R districts and
public streets"
This letter will serve as your notice that the lighting on the property must be brought into
conformance with City Code Section 78-1573 on or before December 6, 2010 in order to avoid
legal action by the City. In order to comply with Section 78-1573 new fixtures must be installed or the
existing exterior light fixtures on your property must be modified to direct the light downward, and to
shield the light source so as not to be detected from the property line. I have attached an information
sheet from the International Dark Sky Association (IDSA) regarding types of acceptable fixtures. A link
to acceptable lighting fixtures can be found by accessing IDSA's website at www.darksky.org .
Please be advised, if you fail to correct the violations this matter will be sent to the City Attorney for
consideration of legal action. If you have any questions, please don't hesitate to contact me at

Shielding Floodlights
Improving Performance to Prevent Glare, Light Trespass, and Light Pollution
Outdoor floodlights are designed to "broadcast" illumination, to cover as much area as possible.
The lack of"light control" in a floodlight causes many detrimental and unwanted side-effects, like:
blinding glare, intrusion into neighboring homes and natural areas - called light trespass, and
waste light up into the night sky - called light pollution .

The floodlight's exposed light source (bulb) remains in direct view from most angles -which
causes disabling glare. This compromises vision for pedestrians, drivers, or police surveillance.
It also disturbs neighbors, disrupts nearby wildlife, and can be visible across great distances.
A three-sides shield can be installed on the floodlight to create a horizontal visor as shown. The
visor should just cover the light source completely. This incorporates a "light control" feature to
the fixture, allowing more precise and efficient lighting for the task area.
By shielding the distracting glare from the light source, the viewer can actually see the entire area
better. The light can be contained within the property area, and kept out of adjacent properties.
The light normally lost up into space is now redirected to the intended task area.
Some manufacturers of floodlights offer attachable visor shields. They can also easily be made
from flashing aluminum or stainless steel sheet metal. Once the shields are installed,
floodlights can be re-aimed at night to properly "tune" the illumination to the property boundary<as
shown below. Another added benefit from shielding floodlight glare is that it creates a more

visually inviting appearance to an area, instead of a stark, trashy look resembling a prison yard.
