SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the
Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to which
this plumbing system is connected. The rEview is based upon the supposition that the data on which the design is
based are correct, and that necessary legal authority has been obtained to construct the project. The
responsibility for the design of structural features and the efficiency of equipment must be taken by the project
designer. Approval is contingent upon satisfactary disposition of any requirements included in this report.
Special care should be tal<en to insurc that the material and installation of the plumbing system are in accordance
with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and specifications should
be retained at the project location for f'uture reference.

INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of
the Minnesota Plumbing Code. As specified in Minnesota Rules,part 4715.2830,no plumbing work may be
covered prior to completing the required tests and inspections. Provisions must be made for applying an air test
at the time of the roughing-in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the code.
A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the
finished plumbing inspection. It is the responsibility of the contractor/installer to notify the Minnesota
Department of Labor and Industry when an installation for a state contract job, licensed facility, or project in an
area where there is no local administrative autharity is ready for an inspection and test. To schedule inspections,

REQUIREMENT(S):
1. Verify that the existing water supply and waste systems are sized to accommodate the added fixtLires (see
Minnesota Rules, part 4715.3800 and part 4715.2310).
2. Changes in direction in drainage piping must be made by appropriate use of wyes and bends. Sanitary tees
are not allowed where the direction of flow changes from either vertical to horizontal or horizontal to
horizontal (see Minnesota Rules,part 4715.2410).
3. The plans showed that the sink in Room No. 1 ll is located below a window. Verify that the sink is vented
in accordance with Minnesota Rules,part 4715.2540, subpart 2, and part 4715.2620.
4. It is recommended that a cleanout be provided where new waste and vent piping connects with existing
plumbing to facilitate required testing of the new installation.

5. Cleanouts shall be of the same nominal size as the pipes they serve up to 4 inches in size (see Minnesota
Rules,part 4715.1010). A cleanout must be installed where there is an increase in pipe size from 2 inches to
3 inches and from 3 inches to 4 inches.
6. It appears that plumbing may be installed in the exterior wall.Verify that provisions are made to keep the
piping from freezing(see Minnesota Rules,part 4715.0340, subpart 4).
7. Based on a maximum developed length of pipe of 200 feet and a building water pressure of 46 psi, and using
Minnesota Rules,part 4715.3800:
a. The cold water distribution branch serving the water closet, the urinal, and the lavatory shall be at least
1-inch in size.
b. The hot water distribution branch serving the lounge sink, the lavatory, and the four dental sinks shall be
at least 1-inch in size.
8. In all buildings other than dwellings, shutoff valves shall be installed which permit the water supply to all
equipment in each separate room or to each individual fixture to be shut off without interference with the
water supply to any other room or portion of the building(see Minnesota Rules,part 4715.1800, subpart 6).
9. Dental of�ces often have a potable water connection to a model trimmer or another piece of equipment.
Verify that any potable water supply connections to dental equipment are protected against backflow and
back-siphonage with an air gap or approved backflow preventer(see Minnesota Rules,part 4715.2000
through part 4715.2110).
10. If a sterilizer requiring waste and water is provided,verify that it is indirectly connected, or provided with
an air gap between the.trap and the appliance(see Minnesota Rules,part 4715.1530).
11. The copper water distribution piping must meet ASTM Standard B88 (see Minnesota Rules,
part 4715.0520). All solder and flux used for the potable water distribution systems shall contain less than
0.2 percent lead. Use of 50-50 solder or flux containing more than 0.2 percent lead is prohibited in potable
water distribution systems. Any solder other than 95-5 tin-antimony or 96-4 tin-silver must be specifically
approved by the administrative authority prior to use (see Minnesota Statutes, Section 326.371). Joints to be
soldered must be properly fluxed with noncorrosive paste-type flux complying with ASTM
Standard B813-00.
12. Verify that the installation of the ASTM Standard D2846 chlorinated polyvinyl chloride(CPVC)water
distribution pipe is in accordance with International Association of Plumbing and Mechanical Officials
(IAPMO)Installation Standards 20-98 (see Minnesota Rules,part 4715.0520). Solvent weld joints must
either include the use of a primer which is of contrasting color to the pipe and cement or a one-step solvent
cement complying with ASTM Standard F493 and ASTM Standard D2846 (see Minnesota Rules,
part 4715.0810, subpart 2).
13. If plastic pipe is used for the drain,waste and vent system:
a. PVC plastic pipe shall comply with ASTM Standard D2665,D2949,F891.
b. It must be installed in accordance with Minnesota Rules,part 4715.0580(F)and part 4715.0600.
Above-grade horizontal runs of plastic waste and vent pipe cannot exceed 35 feet in total length.

Above-�nade vertical stacks constructed of plastic pipe may exceed 35 feet in total height only if an
approved expansion joint is used.
c. Solvent weld joints in PVC and CPVC pipe must include use of a primer which is of contrasting color to
the pipe and cement (see Minnesota Rules,part 4715.0810, subpart 2).
14. Verify that the cast-iron pipe used for the drainage, waste, and vent piping complies with ASTM Standard A
74 or CISPI Standard 301-2005 (see Minnesota Rules,part 4715.0570 through part 4715.0600).
15. T�ie plunibing system shall be tested in accordance with Minnesota Rules, part 4715.2820. Only
thermoplastic pipe materials may be tested hydrostatically (see Minnesota Rules,part 4715.2820, subpart 2).
NOTE(S):
1. The scope of this project consists of the tenant space remodel of a dental office. The plumbing includes one
restroom, one lo�mge sink, six dental sinlcs, and one lab sink. The fixhires connect to the existing sanitary
sewer and to the existing water distribution system in the basement.
2. This facility is served by existing municipal sewer and water services.
3. The plans and specifications were prepared by a licensed plumber. Only the plumber who has prepared the
plans may use the plans for construction. If another plumber is contracted to install the plumbing, they must
submit their own plans and specifications for the project.

Authorization for construction in accordance with the approved plans may be withdrawn if construction is not
undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean
that recommendations or requirements for change will not be made at some later time when changed conditions,
additional information, or advanced knowledge make improvements necessary.
