1've reviewed the site plan and offer the following comments:
1. Site plan is missing the signature block and signature of whomever prepared it. (Survey Requirement 1.)
2.The plan does not contain an erosion control plan. (Survey Requirement#24.)The plan should be revised to indicate
perimeter erosion control measures(siltfence, biologs, etc.)down gradient from proposed work. Measures must be
installed by the Contractor and inspected by the City prior to any work.Contractor must provide a minimum 24 hour
notice prior to inspection. This could be annotated by hand on the existing plan.

Several variances have been granted for 2264 Shadywood Road. The most recent variance (#15-3787, resolution#6560)
was approved with a site plan,that is not signed or dated. As I understand it,the site plan used the as-built survey dated

7-22-2014 from variance#14-3679, resolution#6448. A copy of that survey and resolution are with the building permit
application. I believe the same site plan was submitted with the building permit application. Does this meet our survey
requirements. I've attached a copy of City Code Section 86-68 to the application. Since there is not signature on the site
plan I don't know if the person has the proper accreditations per our code.
Let me know what you think and review if believe it meets our requirements.

Qn May 12,2016 the Clty received a building permlt applitation for a detached garage. Staff o�nducted a preliminary revlew
based on the information pro�ided and requests the folfowing Etems be submitted or revised in order far your application to
be considered complete and for the plan rev+ew to conttnue:
1. Certiflqte of Suroey. A 5ite plan was submitted and has been revfewed by our engEneer. He f�as the following
comments:

2. Landscape Plan. Prior to the issuance of the building permit a lar�dscape plan must be siabmitted showing al!the
proposed exterior/fandscaping improvements, f.e. patias,gradin�,sidewalks,retaining walls,etc. The plan should
intlude the name of the indfvfdual performing the work. Any proposed patios,grading,sidewalks, retaining waEls
shawn on the iandscape p�an should also be reflected on the survey.
3. Escrow d�Escrow Agreement. Permits involving grading and/or revEew by the City's engineer require submittal of
an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursernent to the City for out-
of-pocket costs incurred during the revlew of your plans. Additionally this escrow wiil guarantee conformance with
City Code Chapter 79 relating to eroslon control artd stormwater. The required escrow amount for this project is
$Z,500. We currently held $2,500 in conJunttion with the variance application so no additional escrow money is
needed at thls tlme. An updated agreement is enclosed. The property owner must sign the updated escraw
agreement and return.

The applicants' shed design appears to propose two±6 foot wide doorways which may require
proof of"driveway" hardcover if shown to be accessible by a vehicle or reduced to less than 6
feet in width.
Utility Easement
There is an existing sewer line with a 20 foot utility easement which is located 19 feet behind
the home which prevented a more central relocation of the home on the lot when it was rebuilt
in 2008. The applicants have since discovered that the 20 foot utility easement which exists
over their property is not centered on the actual location of the as-built sewer line. They are in
the process of filing a corrected easement to center the 20 foot utility easement over the utility.
The relocation of the easement allows for more buildable space lakeward of the sewer line. The
applicants have indicated that had this been discovered in the 2008 application their preference
would have been to move the home away from the lake an additional 9-10 feet. The 6 foot
addition with 2 foot cantilever is not proposed to extend up to the easement; as there will be a
1 foot horizontal span between the addition and the new utility easement line.

Structural Coverage Variance Analysis
The applicants' current structural coverage level is 14.6% where 15% is allowed. The existing
home and attached garage total 1,782 square feet. The applicants are requesting approval to
construct a 6 foot wide addition to the existing garage with a 2 foot cantilever on the second
floor. According to the definition of"building footprint", a bay or cantilevered area greater than
4 feet above grade does not count toward the building footprint or hardcover. It appears the
house addition with the cantilever as designed will meet the cantilever provision of the building
footprint definition; further analysis is necessary to determine if the shed meets this definition.
The property is currently 47.5 square feet under the allowed structural coverage level. The
addition to the home (145 s.f.) and the proposed shed (144 s.f.) would add 289 square feet of
structure to the property resulting in 16.9%structura�coverage where 15% is allowed.
Please refer to Exhibit C for the applicants' description of their request. The City's definition of
lot area is as follows: Lot area means the area of a lot in a horizontal plane bounded by the lot
lines, but not includinq any area occupied by the waters of a duly recorded lake or river or
wetland or area which has been dedicated as public ripht-of-way.
The structural coverage at 2,071 square feet was proposed by the applicants based on the lot
area includin�the road right-of-way on the rear of the property which totals 13,903 square feet;
removal of the road right-of-way results in the lot area of 12,197 square feet.

activity is authorized beyond the expiration date. If the permittee requires more time to complete

Inspection/Analvsis/Monitorinq Fees
A site inspection and monitoring by District staff will be performed where the activity involves:
• a commercial/industrial/multi-family residential development
• a single family residential development greater than 5 acres or of any size if within the
Minnehaha Creek subwatershed
• any alteration of a floodplain or wetland
• dredging within the beds, banks or shores of any protected water or wetland
• a violation
• any project which in the judgment of the District staff should be inspected due to project
location, scope, or construction techniques
In these cases, the applicant shall pay to the District a fee equal to the actual costs of field
inspection of the work, including investigation of the area affected by the work, analysis of the
work, and any subsequent monitoring of the work, which in the case of a violation shall be at
least $35.
