HomeMy WebLinkAbout07-06-2015 Park Commission MinutesMINUTES OF THE ORONO PARK COMMISSION Monday, July 6, 2015 6:30 o'clock p.m. ROLL CALL The Orono Park Commission met on the above-mentioned date with the following members present: Commissioners Jan Berg, Brenda Johnson, Bryce Johnson, Sarah Lindahl, Paul Pesek, and Julie Ruegemer. Representing Staff were Public Works Director/City Engineer Adam Edwards, Community Development Director Jeremy Barnhart, Senior Planning Director Mike Gaffron, and Recorder Jackie Young. Council Member Lizz Levang was present. Chair Rick Meyers arrived at 6:35 p.m. Acting Chair Berg called the meeting to order at 6:30 p.m. APPROVAL OF MINUTES Approval of May 4, 2015 Park Commission Meeting Pesek moved, Brenda Johnson seconded, to approve the minutes of the May 4, 2015, Park Commission meeting as submitted. VOTE: Ayes 5, Nays 0, Bryce Johnson abstained. Brenda Johnson asked if it would be possible to get the minutes earlier. Edwards stated he will send them out to the Commissioners when he receives them from the recording secretary and then again with the packet. Meyers requested the Commissioners follow up on any items outlined in the minutes that they indicated they would do prior to the next meeting. PUBLIC COMMENT None CHAIRMAN'S REPORT Meyers stated the extra trimming has been completed at Summit Beach. Meyers suggested another trash be placed at the beach. Meyers suggested the police department also be contacted about the drinking that is occurring at the park. Ruegemer asked if a recycling container could be placed there instead of another trash can. Edwards indicated he will check with the City's hauler. Meyers stated he also went by Crystal Bay Park and that the picnic table, bike rack, and bench have been installed at the park. Meyers stated he has not gotten back to Emily at Norling Landscape about the improvements at Livingston Park. Meyers indicated the plan is available for the Commissioners to review and that he has made some changes to the plan in order to reduce the costs, Meyers indicated he visited Noremberg Park to get some ideas. STAFF REPORTS Page I of 13 MINUTES OF THE ORONO PARK COMMISSION Monday, July 6, 2015 6:30 o'clock p.m. 1. REVIEW OF PARK/TRAIL NEEDS — TWO PRELIMINARY PLATS 300 Sixth Avenue North (Dayton Property) Edwards stated the City has received two preliminary plat applications for residential developments and that the Park Commission is being asked to consider whether there is a need for park land, trail easements, or trail construction or whether park dedication fees should be simply be paid. Gaffron stated one of the goals of the Comprehensive Plan is that the Park Commission reviews plats in terms of determining what the needs for parks and trails are with new developments. The first development is the Dayton property located in the northeast corner of Orono. The property consists of approximately 90 acres and abuts the City of Plymouth on the east, Mooney Lake on the northeast corner, and the City of Medina on the north. County Road 6 is to the south. The developer is not proposing any parks in this development. The average lot in the development is three acres. A good portion of the open prairie area and the Big Woods area of the property will not be developed at this time. The City's Park and Trail Plan contains a proposed trail along County Road 6. No trail has been constructed anywhere east of Willow Drive but there is a piece of trail that goes north/south along Brown Road, The City has, on occasion, requested easements from developers as development happens along that stretch of road. Gaffron stated typically Hennepin County asks for additional right-of-way for future needs and typically the City has said no and has said that Hennepin County should negotiate the easement with the property owner. Gaffron stated there is the potential in the future for a trail in this area and that it is unknown at this time whether it would be a city -owned trail or a county -owned trail. Gaffron stated it would make sense for the developer to grant the City a 10 -foot easement along the south border of the property, which would be the north side of County Road 6, for future trail needs. Gaffron noted the park dedication fee would not be reduced since that is only done if the trail is actually constructed. Currently the developer will be paying approximately $70,000 in park dedication fees. Staff is looking for a recommendation from the Park Commission on whether a 10 -foot easement should be required. Pesek asked if a 10 -foot easement is wide enough. Gaffron stated it typically is with the addition of whatever right-of-way is not being used by Hennepin County. Gaffron noted there are certain areas within this property that may require more than a 10 -foot easement depending on the topography. Typically the City only requires 10 feet and attempts to work within that. Bryce Johnson asked how seriously in the past the City's trails map has been followed. Johnson asked if it has been routine to grant easements when the land is located along the yellow line. Gaffron indicated it has been. Bryce Johnson asked if there is any map that depicts all the easements that have been granted for trail purposes. Page 2 of 13 MINUTES OF THE ORONO PARK COMMISSION Monday, July 6, 2015 6:30 o'clock p.m. Gaffron stated to his knowledge Staff has not created a map of that type and that Staff would have to go back and review all the plats to see where easements have been granted. Bryce Johnson stated that might be helpful Meyers asked if the County wants an easement for a trail. Gaffron stated Hennepin County typically requests an easement for future expansion of the roadway or for a pedestrian trail. Hennepin County's position is if the City does not obtain an easement during the platting process, they expect the City to pay the costs for obtaining the additional easement. Meyers asked if there has ever been an instance where the City would prefer the County construct the trail. Gaffron stated Hennepin County typically does not help fund the trail unless it is something that they would like to see be built. Gaffron indicated it would cost approximately $3.5 to $4 million to build out that trail system. That layout was Iooked at six or seven years ago as part of the City's Comprehensive Plan. Gaffron stated if you go back 15 to 20 years, it was not clear what was going to happen with the new highway section and that it was felt a trail could possibly be constructed along the railroad tracks. Gaffron stated that is not going to happen now that the new highway has been constructed and that it would make sense to take another look at the layout of the trails. Gaffron illustrated the existing trails in the area. Meyers agreed it would be a good idea to get an updated map to see what the best layout of the trails would be. Brenda Johnson stated it would also be helpful to have a copy of the City's policy for determining whether a trail easement should be obtained. Gaffron stated to his knowledge there is no written policy. Brenda Johnson stated at the intergenerational dialogue forum, there were a number of comments about being able to link communities and neighborhoods to trails. Johnson stated she is in favor of trails whenever they can be constructed but that the City should probably have a policy outlining some criteria for when a trail is constructed. Gaffron stated the Comprehensive Plan relating to parks does have a policy section but it does not really address why a trail is constructed in a particular area. '.Meyers stated it sounds like a review of the trail system will be reviewed as part of the next Comprehensive Plan update and that the Park Commission can look at that at some point in the futurc. Gaffron stated when Staff has the time, they could identify where the City has easements along the proposed trail system. Brenda Johnson noted recently the City Council removed Cygnet and a couple of other smaller parks from the list of parks. Johnson asked if there is a plan to update the list so it can be included on the City's website. Page 3 of 13 MINUTES OF THE ORONO PARK COMMISSION Monday, July 6, 2015 6:30 o'clock p.m. Gaffron stated it will be updated eventually but that he is not sure whether the City has an updated trail map at the present time. Berg noted even when an easement is granted, the City still receives a park dedication fee. Gaffron stated the City only gives the developer a credit on the park dedication fee if a trail is actually constructed. Berg stated if the City has the ability to obtain an easement, they should do so. Berg moved, Ruegemer seconded, to recommend that the City obtain a 10 -foot easement on the development located at 300 Sixth Avenue (Dayton property). VOTE: Ayes 7, Nays 0. Bryce Johnson asked if Staff was asking for input on whether there should be a park dedication fee paid versus a land donation. Gaffron stated if the Park Commission feels there is a need for an actual park on the Dayton property, they should discuss it now. Gaffron indicated the City does not have any proposed park for the Dayton parcel at this time since Hackberry Park is nearby. Gaffron stated if the Park Commission has a specific recommendation for where the park dedication fees should be spent, they should make that recommendation so it can be brought before the City Council. Meyers requested Mr. Gaffron illustrate where the easement would be along the Dayton property. Meyers asked whether the trail would be connected to anything if it is constructed. Gaffron indicated the trail would be on the north side of County Road 6 from the boundary of Plymouth to Willow Drive. Meyers stated at this point the trail would not be connected to anything. Brenda Johnson asked if there is a trail along Ferndale. Levang stated there is not to her knowledge. Meyers stated in his view the Park Commission needs to look at a comprehensive trail map to determine where additional easements are needed, but that the City should obtain an easement wherever possible. Brenda Johnson asked if the easement would affect what the developer is planning to do with the development. Gaffron indicated it does not. Gaffron stated virtually all of the area that abuts County Road 6 will be placed in an outlot. Pesek asked if there are any plans to expand County Road 6. Gaffron indicated he is not aware of any plan by Hennepin County to expand County Road 6 but that it is doubtful it will ever be expanded to be a four -lane road. Page 4 of 13 MINUTES OF THE ORONO PARK COMMISSION Monday, July 6, 2015 6:30 o'clock p.m. Bryce Johnson asked if it would be 8 percent of the 45 acres. Gaffron stated technically it would be 8 percent of the entire property, but since they are only platting half of it, it would likely be calculated on 45 acres, which would amount to approximately three acres. Gaffron stated the City has not received any comments from the residents about a desire for a park in this development and that the comments received so far related to preserving the Big Woods and prairie. Brenda Johnson asked whether there will be a conservation easement over the Big Woods portion of the property. Gaffron stated at this time there are no plans to develop the Big Woods portion and that the developer has agreed he will not be developing the outlots. Gaffron indicated the developer has made some changes to his plan to preserve more of the Big Woods area. Berg stated she got the impression at the Planning Commission meeting from the residents that they wanted the area preserved with as little impact to the Big Woods area as possible. 1851225 Old Crystal Bay Road North Gaffron stated the developer is proposing six single-family lots on this 15 -acre site. The lots will be two acres in size with private septic and well. The southerly parcel is the former Stubbs Bay Movers property. Gaffron stated there is no plan for a park in this development but there is an existing City hike/bike trail on the cast side of Old Crystal Bay Road. Gaffron stated the question is whether there should be a parallel trail on the west side of the road. Gaffron stated even if an easement is obtained, it is unlikely that a parallel trail would be constructed. Bryce Johnson asked if the City has any policy on obtaining easements on a certain side of the road. Gaffron indicated they do not. Brenda Johnson asked if Independence Trail goes out to Baker Park. Gaffron stated the trail starts at the Luce Line and continues along the east side of the road up to County Road 6 where it heads west to Baker Park. Brenda Johnson asked if this property is located north of the Luce Line. Gaffron indicated it is. Gaffron noted there is already a trail along the east side of the road across from this subdivision. Gaffron stated it is unlikely that very much future development will occur in this area. Brenda Johnson asked if the City is asking for an easement in this situation. Gaffron stated the duty of the Park Commission is to provide a recommendation to the City Council on whether an easement is needed or desired. Gaffron stated in his opinion an easement is not needed since there is a trail already on the east side of the road. Bryce Johnson indicated he is in agreement with that. Page 5 of 13 MWUTES OF THE ORONO PARK COMMISSION Monday, July 6, 2015 6:30 o'clock p.m. Gaffron stated every subdivision should go before the Park Commission to make a recommendation on whether a trail should be constructed or whether an easement should be granted. Ruegemer asked what the harm would be in asking for an easement. Gaffron stated there is no harm in asking for it and that the easement will not impact any septic sites or building sites. Gaffron indicated there will be a 10 -foot easement for utilities. Gaffron stated the obtaining of Berg moved, Brenda Johnson seconded, to recommend not obtaining a 10 -foot trail easement for the development at 1851225 Old Crystal Bay Road North. VOTE: Ayes 5, Nays 2, Pesek and Ruegemer opposed. :Meyers noted the motion does not impact the park dedication fee. Ruegemer stated at the present time there is no need for a trail along the west side of the road but that they do not know what will happen ten years into the future. Berg noted the area is mostly developed and that it is very unlikely a trail will be constructed on the west side of the road unless the City decides to take land. Meyers noted there already is a trail along the east side of the road, and if there was an option for connectivity with this development, that would be a different situation. Levang noted the Park Commission already voted to recommend not obtaining an easement. 2. ##15-3740 GEORGE FUNK AND JUDY ROGOSHESKE, 540 OLD CRYSTAL BAY ROAD SOUTH — PRELDIINARY PLAT Barnhart stated the property owner is proposing to split his 6.85 acre parcel into two buildable lots on the east side of Old Crystal Bay Road South, which is located north of Fox Street. The new lot will be developed for single-family residential purposes. The property owner is not proposing any land donation for park purposes. Barnhart stated a review of the Comprehensive Plan notes that a trail is to be developed along the east side of Old Crystal Bay Road South, which would link the existing regional trail at the Luce Line Trail and goes north with a future connection along North Shore Drive. There is not currently a trail south of the Luce Line along Old Crystal Bay Road. It was the recommendation of the Planning Commission that the property owner provide an easement for trail purposes, with the trail being constructed at a later date. The Park Commission should provide a recommendation to the City Council as to the park and trail improvements associated with this subdivision. Bryce Johnson indicated he did look at the property and walked the existing trail in the area. Johnson stated he strongly agrees that this is a situation where an easement should be obtained. Page 6 of 13 MINUTES OF THE ORONO PARK COMMISSION Monday, July 6, 2015 6:30 o'clock p.m. Brenda Johnson asked if this property is close to Noremberg. Barnhart illustrated the property on the overhead. Meyers indicated he is in agreement with Commissioner Johnson that an easement should be obtained in this situation. Brenda Johnson moved, Bryce Johnson seconded, to recommend that a 10 -foot easement be obtained for the property located at 540 Old Crystal Bay Road South. VOTE: Ayes 7, Nays 0. Bryce Johnson asked if there will be a park dedication fee paid on this small development. Levang indicated the park dedication fee would be paid on the new lot. 3. REQUEST BY NAVARRE COMMUNITY INITIATIVE TO PLACE ART IN TBE PARKS Barnhart stated the City has received a request by the Navarre Community Initiative to place decorated bikes and bike parts in the parks in and near Navarre. Barnhart stated the art is intended to promote the Bike Navarre event being planned for September 20. The art pieces are decorated bicycles and bicycle wheels that will be attached to stands, existing structures, or trees within the parks and beaches, including Navarre Park, Tower Park, Casco Point Beach, and Lydiard Beach. The art pieces will be removed in October and will not be lit. Barnhart noted placement of materials on City property is prohibited without City Council approval and that Staff is seeking a recommendation from the Park Commission. Meyers asked if the Park Commission would hear specific requests from anyone who would like to place something in the parks or whether this is a general request that would allow anyone to do it. Barnhart stated in order for someone to place something in a public park, the City Council would need to approve it. Barnhart stated this is a general request that would cover the Navarre Community Initiative Bike Navarre event being planned for September 20. Barnhart noted the art would be placed in the Navarre Park and other parks to promote the Bike Navarre event. Pesek asked how they would define art. Barnhart stated that is a question for the Park Commission to discuss and that it can be difficult to define what art is. Meyers stated as long as it is something within the bounds of good taste. Ruegemer noted the art is along the theme of bikes. Brenda Johnson stated the Navarre Community Initiative Group is attempting to promote biking and walking and that this is a unique way to draw attention to that. Johnson stated the art should not be placed in city -owned areas where the City does not want people to go. Page 7 of 13 MINUTES OF THE ORONO PARK COMMISSION Monday, July 6, 2015 6:30 o'clock p.m. Pesek asked what the Navarre Community Initiative Group is. Meyers indicated it is a group of citizens that have gotten together to help promote the Navarre area. Levang stated the group consists of approximately 40 people and was formed around two and a half years ago when the City was looking at installing new lights in Navarre. Levang stated the group is also heading up the Bike Navarre event in conjunction with the community development director. Meyers noted the Navarre Community Initiative Group also participated in the planting at the Navarre Park. Meyers stated what is before the Park Commission is whether art should be allowed in the parks to promote this event. Meyers stated in his idea it is a good idea. Meyers asked whether this would allow anyone to place art in the parks. Barnhart stated he would suggest the motion be limited to the Navarre Community Initiative's Bike Navarre event. Levang stated the request is from now until the event. The art would be removed following the event. Levang stated the group would like to install art at the Navarre Park, Livingston Tower Park, Casco Point Beach, and Lydiard Beach. Levang stated the approval would just cover this event and that any future artwork would need to be approved as a separate request. Lindahl stated it would be nice to know the plan as far as maintaining the art work. Levang stated that could be included as part of the motion. Meyers moved, Berg seconded, to allow the Navarre Community Initiative Group to place decorated bikes and bike parts (wheels) in any Orono owned park as part of the Bike Navarre event scheduled for September 20, with the artwork being removed immediately following the event and with the artwork being properly maintained by the Navarre Community Initiative Group. VOTE: Ayes 7, Nays 0. 4. PUBLIC WORKS DIRECTOR/CITY ENGINEER UPDATE Edwards reported the Public Works Department is continuing to perform work at the various parks. The annual prairie maintenance at Lurton Park was completed last week and some invasive species have been eradicated. The Sentence -to -Serve people have performed some buckthorn removal at some of the local parks. In addition, some scrub bushes have been removed around the canoe area. The STS people will be working in Orono two days a month. Meyers asked what the pile of wood chips is for. Edwards indicated that is the remnants from the buckthorn removal and will be disposed of. Page 8 of 13 MINUTES OF THE ORONO PARK COMMISSION Monday, July 6, 2015 6:30 o'clock p.m. Edwards stated a concrete pad has been placed at Crystal Bay Road for the donated picnic table and the other donated items have been placed at the park. Edwards stated the benches at that park are pretty deteriorated. Edwards reported the Public Works Department has also been mowing out on Big Island. Mulch has been provided at the Navarre Park for placement around the plants. Swim buoys and new gates have been placed at Lydiard Beach and the road has been graded. In addition, the first batch of weed spray has been spread to help control the weeds at Lydiard and Summit Beaches. Edwards stated Becky has been doing routine weed pulling, debris removal, and ensuring that trash removal and port -a -potty cleaning is being performed by the City's contractors. Brenda Johnson stated the map of Big Island appears that the park is on the east side. Johnson asked if the park is owned by Three Rivers. Edward stated the City owns the southern portion of the park. Edwards indicated the lighter green on the map depicts the property owned by Three Rivers and the darker green depicts the property owned by Orono. The area on the west side is a right-of-way easement that was turned into a park. Brenda Johnson asked what amenities are located in the Orono portion of the park. Edwards indicted there are two large docks and a dilapidated building. The other structures have been burned down or removed deliberately. Some of the concrete foundations still remain. Brenda Johnson asked if there are any picnic tables or paths. Levang indicated there are some old picnic tables by the beach. Levang noted there is a tremendous amount of vandalism that happens at the park year-round. Levang stated the area that used to house the amusement park has some concrete pilings. Levang indicated the paths are more like deer paths and there are no restroom facilities. Meyers noted Hennepin County does not allow any paths and that it is intended to be a more natural area. Levang stated the website could perhaps have a link to a brochure that has been created about the history of Big Island. Pesek asked if there are any statistics on the number of people who visit the park on Big Island. Levang indicated the City does not have any statistics. Meyers stated the beach is very popular. Edwards stated the Water Patrol is kept busy patrolling that area. Park Information Signs Edwards stated the other item he would like the Park Commission to discuss is the informational signs. Page 9 of 13 MINUTES OF THE ORONO PARK COMMISSION Monday, July 6, 2015 6:30 o'clock p.m. Edwards displayed samples of signs that he has obtained some quotes on. Edwards stated the insulated board sign costs around $1,100 and allows the information in the case to be changed periodically. The more permanent information sign for a 24" x 36" sign would be approximately $980, which would include the sign, the frame, a design fee, the hardware and the labor to erect it. Meyers asked if the sign is made out of composite material. Edwards indicated it is an aluminum frame and the posts would be made out of recycled materials. Edwards stated if the Park Commission is interested in the more permanent information sign, there may be some money left over in the budget to purchase a couple of signs this year. Edwards stated the Park Commission will need to decide on a color scheme and the general layout of the sign. Edwards stated the signs could contain a map, perhaps a list of the amenities available at the park, and the history of the park. Bryce Johnson indicated he did look into information signs a little bit and that there are some signs located by The Depot in Wayzata. Johnson stated he did speak with someone at the historical society about the signs and that those signs cost around $1,200. Edwards stated the Park Commission would need to create a simple sketch plan for the company to go off of. Edwards stated he was thinking about having a sign at the entrance to the park, which would contain the rules of the park and the amenities, and then also having some interpretive signs in different areas, such as at French Creek, that would perhaps identify the birds or wildlife in the area or provide the history of the park. Meyers stated he personally does not like the sign that has the glass in it since it will likely get broken and that he would prefer the sign that has the Plexi -glass. Meyers stated he likes the sign that has the canted pole and that there should be a standardized portion of the sign that would contain the rules of the park, a map of the park, and the amenities of the park. Meyers stated he would also like to see some interpretive signs as well. Meyers stated the Park Commission will need to decide what information should be included on the signs. Bryce Johnson stated he received an $800 quote for a 2' x 3' poly resin sign that did not include any design work. Edwards stated in his view an average sign will be around $1,000. Edwards stated he would like some direction from the Park Commission on the type of sign they would like to go with and to come up with a standardized layout. Edwards suggested a sign committee be created. Bryce Johnson stated the recommendation he received was that the language be very focused. Brenda Johnson stated the City has some parks that have some historical significance that should be highlighted and that it will take some effort to determine the exact language that should be placed on the sign. Edwards stated the color scheme should perhaps be consistent with the signs and that the City logo could also be included on the signs. Meyers suggested they start with an entry sign for French Creek. Meyers stated some of the design elements should be consistent but that they could tweak the sign layout as they go along. Page 10 of 13 MINUTES OF THE ORONO PARK COMMISSION Monday, July 6, 2015 6:30 o'clock p.m. Edwards stated the sign company will want the general layout of the sign and the colors that should be used. Levang suggested the Park Commission establish a sign committee who could come up with some basic elements for the signs. Bryce Johnson, Julie Ruegemer, , Rick Meyers, and Paul Pesek volunteered to be on the sign committee. Eagle Scout Project Edwards stated he is in conversation with another Eagle Scout candidate and that they are considering installing some benches at vantage points at French Creek. Edwards stated once the project becomes more finalized, he will bring it before the Park Commission. Meyers stated he would also like to include an article on a specific park in each City newsletter highlighting the various improvements. SPECIAL COMMITTEE REPORTS 5. COMMISSIONER PARK REPORTS Meyers noted the Commissioners have submitted updates on their parks to Edwards. Edwards stated he appreciates receiving the action items by e-mail. Edwards indicated the majority of those items have already been taken care of. Berg stated the road at Lydiard Beach washed out a little bit. Edwards indicated the Public Works Department will be back down there to re -grade it. Lindahl stated there are a couple of picnic benches at Crystal Bay that are deteriorated and are likely unsafe. Lindahl asked if that would be a work order. Meyers stated in his view all the wooden benches should be removed. Edwards requested the Commissioners notify him if they see something unsafe. Brenda Johnson stated there were a large number of thistles at Seven Nations Park and that it is very difficult to walk through there. Edwards indicated the Public Works Department now has a weed inspector and that he will be inspecting that park and identifying the weeds. Edwards stated if it becomes a bigger job than what the Public Works Department can handle, they will need to look at hiring an outside contractor to perform the work. Meyers suggested articles on various weeds also be included in the City newsletter. Bederwood Park Page 11 of 13 MINUTES OF THE ORONO PARK COMMISSION Monday, July 6, 2015 6:30 o'clock p.m. Bryce Johnson stated as it relates to Bederwood, there is great potential for there to be a partnership between the City and the Orono Baseball Association. Johnson stated it appears the City of Orono and the DNR share the parking lot, which is located on the Luce Line. The park also has the baseball fields, a historical marker, an open area, and fairly new park equipment. Johnson stated it was mentioned at the work session that the Park Commission should compile a list of items that could be done in conjunction with the Adopt -a -Park program and that he has come up with a few possible items. Johnson stated the park is close to nine acres and is handicap accessible but does not have any walking trails. Johnson indicated he compiled a list of the amenities and rated them according to their condition, which is displayed on the overhead. Levang noted the play equipment was installed last year. Johnson stated the concession stand has a bunch of graffiti on it and is in poor shape. Johnson stated a couple of signs also need to be replaced. Johnson stated the long-term items include improvements to the baseball facilities and the concession building. Levang stated it is her understanding that the Orono Baseball Association maintains the fields and the concession stand. Edwards stated the Health Department has said the concession stand cannot be used for serving food. Meyers stated in his view there should be a portable good stand that can be removed in the winter. Bryce Johnson noted there is a meeting scheduled with the baseball association for July 27. Levang stated the field is almost exclusively used by the OBA. Edwards indicated the Public Works Department will be helping to spread the dirt for the infields. Brenda Johnson asked if the OBA has expressed any interest in the open area and whether that could be used for a dog park. Bryce Johnson stated they have not said anything about the open area. Johnson stated he would like to see an increased awareness of the park among the public walking on the Luce Line. Johnson noted the word Bederwood came from the heirloom Bederwood strawberry that at one time was planted in the area. ADOPT -A -PARK PROGRAM Ruegemer indicated the plan is to put together an article on the revamped Adopt -a -Park program for the newsletter and local newspaper prior to the information being placed on the website. 7. OTHER ITEMS FOR DISCUSSION Meyers stated he would like to have a work session on the signs once the sign committee comes up with some more definite ideas.
