Dear Melanie:
We have reviewed the building permit survey and house plans for 2118 Shadywood Road received 1-�0-08,
The plans propose to construct a new house and driveway. We have the following comments with regards
to engineering matters:
• The grading plan proposes to grade a swale on the property to the south within a temporary
easement. Proof of this easement from the adjacent property-owner should be provided to the
City.
• It does not appear that the proposed grading to the north of the driveway will route runoff to the
culvert. The culvert may need to be lowered to adequately capture runoff. However, this may not
allow for enough grade downstream of the culvert for adequate drainage, Therefore, the applicant
may want to consider installing an infiltration trench to the south of the driveway as proposed in a
previous submittal. In either case, an EOF should be provided that is at least one foot lower than
the lowest adjacent house opening.
• Top of wall elevations should be provided for the retaining wall in the rear of the house.
• Engineered design and details shouid be submitted for review and approval for all retaining walls
over 4' in height.
• A small amount of grading is proposed in the 0-75' setback to account for the higher house
elevation, This would add approximately 5 cubic yards of material and appears to be acceptable.
• It appears a 945 contour is missing from the east side of the house.

Dear Lyle:
We have reviewed the revised building permit survey and house plans for 2118 Shadywood Road dated 3-
28-08. The plans propose to construct a new house and driveway. We have the following comments with
regards to engineering matters:
• The grading plan proposes to grade a swale on the property to the south within a temporary
easement. A permanent easement should be provided over the swale to the lake, and proof of
this easement from the adjacent property-owner should be provided to the City.
• Grading of the proposed swales along the southerly and northerly lot lines will required grading on
the neighboring properties. Proof of the ability to construct these swales, such as an agreement
with the adjacent property owners and construction easements, should be submitted to the City.
• It does not appear that the existing deciduous tree adjacent to the proposed driveway can be
saved as noted as there is approximately 1.2'of fill that is proposed in this area.
� • The two existing deciduous trees adjacent to the proposed swale near the lake may also need to
be removed due to the proposed grading near the trees.
• In order to grade a swale along the northern property line, some grading is proposed within the 0-
75' lakeshore setback, resulting in cuts of up to two feet. If the City permits this grading,
additional erosion control and restoration details should be provided.
• We recommend a minimum swale grade of 2%. The grading plan shows swale grades as flat as
1%. The applicant should revise the grading plan to show minimum swale grades of 2% or be
advised that swales less than 2%will be seasonally wet.
• Earthwork quantities should be calculated and submitted for review.
• It appears that the proposed grade just north of the garage will exceed the maximum allowable
slope of 3:1. The grading shoutd be revised in this area.

Actually we did discuss the swale on the neighbors property and you did tell me I needed a"Temporary Grading Easement." Probable
similar to a Temporary Construction Easement, but which one shall I call it?
I have spoken to the neighbors and they are fine with the concept.
It helped that I built their house. Just waiting for my attorney to get it drafted up for their review and I'll get it to you.

have not completed my zoning review(and may have more information yet to give you) and the building code review has not
begun.
I really wanted to get an email out to you ASAP because one thing I noticed was that you have changed the grading from what
we had previously seen... namely a swale being proposed on the neighbor's property to the south. The City will not approve
such work without a Temporary Construction Easement from the neighbor granted to you. I assume you've discussed this
work with the neighbor but evidence of such is not included with your plans.

The basic message that we are trying to convey is that the original concept plan was much better
than the new one as far as drainage goes. I can see what they are trying to do with the new plan,
but it just doesn't provide flood protection for the neighbors to the north.

Dear Melanie:
We have reviewed the concept plan for 2118 Shadywood Road received 12-3-07. The plans propose to
construct a new house and driveway. We have the following comments with regards to engineering
matters;
• A proposed high point of 943.6 is shown to the north of the house, However, existing tree
elevations along the lake are also 943.6. Therefore, it does not appear this area will drain
properly,
• All swale grades should be at least 2%.
� • All removals, including trees and buildings, should be noted on the plans.
• Detailed design information, such as proposed grading and plantings, should be provided for the
infiltration trench area.
• Design and details should be submitted for review for all retaining walls over 4' in height.
• A small amount of grading is shown within the 0-75' setback to provide an emergency overflow
for the infiltration area, This would remove approximately 10 cubic yards of material and appears
acceptable.
• The plans should show that the lowest opening to the house is at least 942.2 which is one foot
above the EOF,

I just got this email from an engineer designing a grading plan for a new home to be built(for Steve Longman)at 2118
Shadywood Road.
He is asking me about the proposed grading w/in the 0-75'zone and whether or not it can be staff approved w/a building
permit. He claims it is under 10 cy. I have no idea.

Attached is an updated concept plan for 2ii8 Shadywood Rd. Revisions were made based on the comments
from your engineer along with a more detailed look at the site.
Changes made and comment responses are summarized below:
i. The engineer noted that the area does not drain well. This is why we are proposing grading in the o-
75 feet setback area. Both neighboring lots drain to an existing low area on this lot. Without
grading a swale in the o-75 feet setback area to the lake,it is impossible to get the site to drain.
2. Your engineer indicates that all swales should be at least 2%. This is impossible to meet unless the
city will allow greater than io cy of excavations in the o-75 feet setback area. The concept plan as
attached has i.5%slopes. If the city will allow more than io cy of grading in the o-75 feet setback
area,we will grade the swales at 2%as requested.
3. No retaining walls in the concept plan are proposed greater than 4 feet in height.
4. The infiltration area has been eliminated. The proximity to the houses and high water table will not
allow the infiltration area to function properly. The most likely scenario is the infiltrated water
recycling through the house drain tile and sump systems.
5. Since positive drainage is proposed in the new concept plan,there are no emergency overflows.
Proposed elevations are shown.
6. The new concept plan shows grading on the neighboring property to the southeast. It is my
understanding that this neighbor is willing to allow for the grading in order to solve the existing
drainage problem between the two lots. The plan as proposed would be less than io CY of grading
on the neighboring lot.

the meeting today on this issue.
