Dear Mr. Nehring:
PUkSUt�NT TO THE AU`�HORITY GRANTED IN MINNESOTA STATUTES, SECTION
145A. 04, BE ADVISED THAT THE HENNEPIN COUNTY COMMUNITY HEALTH
DEPARTMENT HAS FOUND THAT A PUBLIC HEALTH NUISANCE EXISTS AT:
1972 SHADYWOOD ROAD
ORONO, MINNESOTA
TO WIT: On July 26, 1995, a joint inspection of the exterior
premises was conducted at the above address with Lyle Oman and
Bruce Vang, building inspectors for the City of Orono. Evidence of
a rat infestation was observed by the presence of numerous rat
burrows located at the fenceline adjacent to the property and along
the bank of the lake; gnawings on the fence behind the garage area
of 1972 Shadywood Road and three dead Norway rats found on property
immediately adjacent to 1972 Shadywood Road. Piles of rotting
garbage (food) and various types of bird feed were located in the
driveway of 1972 Shadywood Road. Junk, old cars, and other
miscellaneous debris was observed throughout the property. A large
number of flies were observed and a strong odor of rotting garbage
was noted in the driveway area.
Mr. Lloyd Nehring IS HEREBY ORDERED TO ABATE THE NUISANCE AS
FOLLOWS:
1. Remove all attractants and harborage areas for rodents
(bird feed, raw garbage, piles of junk, cardboard, wood,
metal, etc. ) from the premises.
2 . Hire a licensed pest control operator to treat the
property, accessory buildings, and the primary dwelling
to eliminate rats and any other pests that may be
present.

3 . Immediately cease self baiting of rats.
4 . Immediately cease providing raw food waste, garbage, and
feed to the animals for their uncontrolled access.
THIS ACTION MUST BE COMPLETED NO LATER THAN 12 : 00 P.M. ON AUGUST 5,
1995. FAILURE TO COMPLY WILL RESULT IN REFERRAL TO THE COUNTY
ATTORNEY AND/OR ASSESSMENT TO THE PROPERTY.

We, as well as our immediate neig bors, have appreciated the efforts of your
respective departments after resp ding to our concerns regarding the
condition of our neighbor's prop ty, owned by Mr. Lloyd Nehring, and
located at 1972 Shadywood Road.
Our complaints in July and August, reflected our concern over the deplorable
and unhealthy condition of Mr. Nehring's property as well as an infestation
of Norway rats that inhabited his home, garage and grounds.
The population of rats related directly to his careless feeding of raccoons,
ducks, geese, birds, squirrels, etc, as well as providing a conducive breeding
habitat amid his debris laden yard and buildings.
In response to our complaint, you prevailed upon Mr. Nehring to clean up
his property, remove debris and refrain from further feeding of wildlife.
He did fill a dumpster to overflow capacity but stopped short of completing
his task.
Collectively we were relieved when it became apparent that the feeding had
stopped. The absence of hundreds of ducks and geese congregating at our
shoreline, on our docks and in our yards resulted in a quiet, peaceful and
clean environment over the past two months.
Until now that is...
Mr. Nehring and his daughter have resumed their feeding frenzy. The ducks
and geese have returned in enormous numbers, we are scooping up raccoon
droppings daily, and we have evidence of rat holes on our adjoining property
line (although to date we haven't seen any rats on our property since August).
Mrs. Martha Haeny, 1978 Shadywood Road, called us to say that Mr. Nehring
was feeding ducks between their houses, and that he was storing the feed in
his van.
Last Friday, October 13th, we watched Lloyd carrying two buckets of raccoon
feed and also witnessed his daughter remove two loaves of bread from their
storage shed (east side of his garage), distribute the bread upon the ground and
then deposited the bread wrappers in a garbage container.
The purpose of this letter is to request that you and your team revisit
Mr. Nehring and reminding him of his obligations.
The past two months have been most pleasant. The stench from his property
was eliminated after the removal of the dumpster, moldy debris and dead
rodents.
It is at this point in time that we feel that there is no need to go backwards. If
Mr. Nehring's behavior isn't permanently curtailed, history is bound to
repeat it's self. It is obvious to all that Mr. Nehring is obsessive with his need
to feed, but we are equally adamant in stopping him, and feel that it is not
expecting too much to live in a quiet and clean environment.
We need your intervention!
