City of Orono Zoning Permit Application for Minor Land Alteration within Lakeshore Setback
Troy Ehlers, 1790 Shadywood Rd.
PURPOSE: To restore lakeshore after flood damage that occurred in 2014 flooding,and to prevent
further lakeshore soil erosion.
DAMAGE DESCRIPTION: With the historic high water levels last year,combined with (arge,violent storm
waves on Crystal Bay last spring,the bed of river rocks bordering my rip-rap shoreline was washed into
the lake. Once the rocks were washed away,the waves began rapidly eroding the soil behind the rip rap
boulders and retaining cloth. I witnessed this as the storm was happening and immediately used new
bags of river rock to act as sandbags to hold down the cloth and prevent further erosion. These bags are
still place one year later,as you can see in the photos. There is now an eroded cavity about 10 inches
deep(10 inches at its deepest point,shallower in other areas)and 12-18 inches wide between my lawn
and the rip rap. Additionally,there is a frost heave hump that runs across most of the shoreline that
occurred over 10 years ago when a severe pile of ice pushed back into the lawn from the lake. This
hump is approximately 4 inches high at its highest point(measured from top of peak to bottom of swell)
The bottom of the swell occurs 4-6 feet back from the rip-rap,and the severity of this hump/swell varies
across the 60-foot width of shoreline, but is never more than 4 inches, peak to swell. My shoreline is
approximately 60 feet wide,total, but only about 50 feet of shoreline is affected.
PROPOSED PROJECT: Removal of a strip of sod-5 feet wide—from along 50 feet of the width of the
shoreline(10 feet to the south of my property do not need repair,and several feet on the north end will
remain untouched as my rip rap does not extend to the property border). The soil from the ice hump
will be re-graded and smoothed down to fill in the eroded cavity and reach the rip-rap. No soil will be
removed or added. The current plastic soil retainer,which formed the border of the river rock will be
used to help anchor the soil immediately behind the rip rap. The project will commence in the morning
and will be finished with new sod laid the same evening to prevent erosion or wash out.
DIMENSIONS: The total volume of soil re-graded will be less than 10 cubic yards. With the height being
10 inches(.83 feet)from the bottom of the cavity to the peak of the ice hump,and the width from the
rip rap to the end of the removed strip of sod being 6.5 feet,and the affected area being 50 feet of
shoreline,you can draw a rectangular box around the area of 269.75 cubic feet(.83 X 6.5 X 50). Since
approximately one-third or more of this soil will actually remain undisturbed,we are actually re-grading
less than 180 cubic feet,or 6.67 cubic yards. My estimates err on the conservative side in all measures.
