**NOTE CHANGE** Before scheduling an exterior insulation and/or drain tile inspection, a
foundation as-built survey must be submitted and approved by the City or a Stop Work order ��
will be issued.
Schedule a minimum of one hour for the framing inspection.
Erosion control mechanisms must be installed and inspected by the City prior to any land �
disturbing activities. The contractor must provide a minimum of a 24 hour notice prior to �
inspection.
Erosion control shall be installed and maintained throughout the entire project and must �
remain until vegetation has been established.
A haul route shall be submitted to the City Engineer for approval and inspection prior to
commencement of hauling from the site.The property owner shall be responsible for cleaning
and repair of roadways for any adverse impacts.
Prior to the issuance of a Certificate of Occupancy an as-built survey and hardcover calculations I�
must be submitted and approved.
In the event of winter or other extended unfavorable weather conditions(which prevent the
completion of the exterior improvements and/or as-built survey)a Temporary Certificate of
Occupancy(TCO) may be necessary. A TCO requires a$10,000 escrow.
Advisory Comments
Any changes to the exterior/landscaping improvements, i.e. patios,grading,sidewalks, retaining
walls,etc. not currently shown on the approved survey and landscaping plan will require a
separate Zoning Permit application to be submitted and approved prior to the work
commencing.
Any retaining walls that are over 4-feet in height or tiered walls not separated by twice of the
height of the lower wall require engineered plans and a building permit to be submitted and
approved prior to construction.

I've reviewed the subject grading plan and offer the following comments:
1. The Grading plan should be revised to indicate perimeter erosion control measures(silt fence, bio logs,etc.)
down gradient from proposed work. Measures must be installed by the Contractor and inspected by the City
prior to any work. Contractor must provide a minimum 24 hour notice prior to inspection.
2. The applicant may be required to obtain Minnehaha Creek Watershed District(MCWD)approval and permitting
for their Erosion Control and Wetland Protection.A copy of any approvals or permits required should be
submitted prior to permit issuance.
3. The site plan shows the storm,water and sewer utilities as"proposed". Those utilities are complete. The plan
should be revised to show that. Excerpt from utility as-built below.
4. The sewer and water stubs are not depicted.
5. Separate utility permits will be required for the sewer and water connections.

On November 3, 2017 the City received a building permit application for a new single family home. Staff conducted a
preliminary review based on the information provided and recommends the following items be submitted or revised in
order for your application to be considered complete and for the plan review to continue:
1. Certificate of Survey. Our engineer has reviewed the survey and has the foliowing comments:
a. The site plan shows the storm, water and sewer utilities as "proposed". Those utilities are
complete. The plan should be revised to show existing utilities.
b. The sewer and water stubs are not depicted. Please have them added to the survey.
c. The grading plan should be revised to indicate perimeter erosion control measures(silt fence,bio logs,
etc.)down gradient from the proposed work.
Please provide two copies of an updated, full-size certificate of survey which meets all of the City's survey
standards(enclosed)so we can continue our review of the application.
2. Hardscape Plan. Prior to the issuance of the building permit a hardscape plan must be submitted showing all
the proposed exterior/hardscaping improvements,i.e.patios,grading,sidewalks,retaining walls,etc. The plan
should include the name of the individual perForming the work. Any proposed patios, grading, sidewalks,
retaining walls shown on the hardscape plan should also be reflected on the survey.
3. Minnehaha Creek Watershed District (MCWD). Your project may trigger the Minnehaha Creek Watershed
District's (MCWDs) permitting requirements; please contact the MCWD directly at 952-471-0590 regarding
your project. Please note,the City of Orono will not issue a building permit without a copy of the MCWD permit
or documentation stating the proposed project does not trigger any of their permitting requirements.
Please note,separate City utility permits will be required for sewer and water connection.

Good Morning,
I have issued a permit for the construction of a single family home at 3257 Shadywood Circle in Orono subject to the
conditions listed in the permit.To allow construction of the home to begin I have included future approval of the design
of the permeable paver driveway as a condition. Please note that if the driveway is not constructed according to a plan
approved by MCWD, it will not be considered a pervious surface, and therefore the subdivision will exceed 20%
impervious surface and a stormwater management plan will be needed for the entire development when future homes
are proposed.
Prior to January 4,2018 please provide me with:
• Copies of the Orono hardcover calculation sheet for aFl three homes permitted in Shadywood Villas
• A detail drawing of the permeable paver areas including the location of all underdrains
• Cross section and materials specifications for the paver areas.
• Additional materials may be requested to ensure compliance with the Stormwater Management Rule and the
Minnesota Stormwater Manual
Construction of driveways may not take place until the design for the paver areas has been reviewed and approved by
MCWD. I will provide written notice to the City of Orono when such designs have been approved.
Please note that future homes in Shadywood Villas will not be permitted until the above mentioned materials have been
received and approved to ensure the subdivision does not exceed 209�o impervious surface.
