SCOPE OF WORK:
These drawings apply to the construction of cast-in-place concrete foundation walls for typical residential cases.
These drawings are not to scale and all conditions are to be verified by the contractor. Means and methods of
construction for shoring, water-proofing, insulation, flashing, control and construction joints, and all other non-
structural,requirements are to be by others in accordance with the Code and standard industry practice. These
drawings are valid until the end of 2014.
The drawings are to only be used by the contractor noted below or his authorized sub-contractors/clients. These
drawings are to be provided to the building inspection department as part of the permit package.

GENERAL NOTES:
1. Wall thicknesses noted are nominal unless specifically stated otherwise.
2. Maximum wall to footing centerline offset is 2". A minimum of 2"of footing is to extend on each side of the wall.
3. Bar laps when required are to be at least 48 bar diameters.
4. Bend horizontal bars or provide matching hooks around all wall corners and intersections.
5. Horizontal bars may be placed anywhere within the wall thickness provided 2" minimum cover is provided.
6. Allowable bar placement tolerance is 1/2". Tying is not required if tolerances are met and maintained.
7. Dowels may be drilled and installed after footing pour unless otherwise noted. Vertical bars may be embedded
into footing in place of dowels at the same embedment. Vertical bars and dowels do not need to align. Dowels
may be bent down for safety and covering then bent back before wall placement.
8. Sill plate sections require at least two anchors with one within 4"to 12"of each end and at all corners and
intersections. Walls less than 24" in length require only one anchor. Sill plates are not to overhang face of wall
without further review.
9. Anchor bolts 1/2" or larger in diameter do not require corrosion protection per IRC section R319.3 exception 1.
10. Anchor bolts may be substituted with 1/2" diameter threaded rod epoxy grouted at same spacing with 7"embed.
11. The presence of form oil on the reinforcing is acceptable for the conditions contained in these drawings.
12. Slope grade 6" minimum downward away from foundations within first 10 feet or provide Code adequate swale.
13. Do not backfill until the concrete has reached at least 70 percent of the 28 day concrete strength. Use of adequate
shoring is required when the final floor and slab systems are not in place and fully anchored.
COLD WEATHER GUIDELINES:
The following information is general guidelines for the placement of concrete in cold weather conditions. It is the
contractor's responsibility to ensure proper means and methods are followed and that the final in place product is
adequate.
1. The contractor is to work with the concrete supplier to obtain a mix design which accounts for the conditions
expected. Use of extra cement, early-strength concrete, and accelerators are recommended at temperatures
below 20 degrees F.
2. Concrete is to be delivered to the site in a timely manner.
3. Placement of concrete earlier in the day to take advantage of latent heat of sunlight is advised.
4. Do not add additional water. Using water-reducing admixtures is recommended when required.
5. Forms are to be free of snow and ice. Do not place concrete in contact with frozen ground ,snow, or ice.
6. Preheating of rebar is not required, however it is to be free of frost, snow, and ice.
7. Use of form blankets or other approved protection is highly recommended for the top of the wall at temperatures
below 10 degrees F and for the whole wall when below zero degrees F.

I am finding some of the same issues with the proposed plans for these two units as were found on the ones up the
street you built last summer
Although the survey doesn't show the 35' MCWD wetland buffer boundary, I scaled it off from the plat and concluded
that will not be an issue with these units.
However, the plans show the total length of the house on Lot 19 (left unit) including the roofed screen porch (but not its
overhang) at 84 feet. The lot is only 80' long. Based on this, the proposed screen porch extends 4' past the rear lot line,
while the survey indicates only a 2-foot encroachment over the line. The survey and plans don't match. Either way, this
magnitude of encroachment is not allowed.The same issue, but to a lesser magnitude, is also apparent in the right hand
unit, Lot 20,which on the plans is dimensioned at 82'within an 80' deep lot.
The allowed encroachments of commons area do not allow for this magnitude of new construction encroaching into the
commons area by design, only in error. The only allowed encroachments by design are:
1) a roof overhang encroachment of 36 inches;
2) a box window encroachment of 18 inches; and
3) a deck overhang encroachment of 30 inches
The proposed screen porches are not decks. We have denied covered porch encroachments in the commons area in
Stonebay in the past, including the units you built last summer.
It would appear the simple solution to this is to reduce the depth of the screen porches so that no portions of their walls
extend past the rear lot line. Other solutions would include decreasing the overall length of the units so that there is no
overlap of porch structure. The porch roof is allowed to encroach as much as 36' past the rear lot line, but not the porch
itself.

to continue our review.

maintained by Declarant in pexpetuity free from mowing or other vegetative �
� disturbance,fertilizer application,yard or other waste disposal, the�placement
of structures or any other alteration that irnpedes the function of the buf�fer in
protecting the quality of water zn the we�land or buffering flows into fihe
wefland. :
2 Street Sweeping. All streets and public ways within the Property ':
shall be swept at least twice each year,in the spring following snowmelt and in •
the fall after leaf fall. '
3. Stormwater Pacility Maintenance. The terms of Attachment B, '
incorporated herein,shall apply to fihe stormwater management facilities
indicated on Attachment A,identified as follows:
� Regional stormwater pond and three rain gardens.
4. Non-phosphorus FerEiIizer. The use ot fertilizers containing
phosphorus is prohibited on all or any portion of the Property. 4nly fertilizers
that do not contain phosphorus may be applied thereon.

BUILDING PERMIT ESCROW AGREEMENT

AGREEMENT made this �'�day of ��.b , , 20 r5, by and between the CITY OF ORONO,
a Minnesota municipal corporation ("Cit�') and Wooddale Builders, Inc, ("Owners").
Recitals
1. A building permit application has been filed for a new two-unit twinhome located at 2496 & 2498
Sandstone Lane("Subject Property"), legally described as Lots 20 and 19 respectively, Block 1, Stonebay.
2. Owners request the City to review this application.
3. The City will commence its review of the application and incur costs associated with said review
only if the Owner establishes an escrow to ensure reimbursement to the City of its costs.
NOW THEREFORE,THE PARTIES AGREE AS FOLLOWS:
1. DEPOSIT OF ESCROW FUNDS. Contemporaneously with the execution of this Escrow
Agreement, the Owners shall deposit$2,500 with the City. All accrued interest, if any, shall be paid to the City to
reimburse the City for its cost in administering the escrow account.
2. PURPOSE OF ESCROW. The purpose of the escrow is to guarantee reimbursement to the City
for all out-of-pocket costs the City has incurred (including planning, enQineerinq, in excess of $500, or legal
consultant review) or will incur in reviewing the plan. Eligible expenses shall be consistent with expenses the
Owners would be responsible for under a building permit application. The escrow will also guarantee
reimbursement to the City for all out-of-pocket costs the City has incurred to assure.that the work is completed in
accordance with the Stormwater Pollution Prevention Plan and the provisions of Orono City Code Chapter 79.
The financial security may also be used by.the City to eliminate any hazardous conditions associated with the
work and to repair any damage to public property or infrastructure that is caused by the work(including planning,
engineering, or legal consultant review) associated with building permit #fs 2014-01462 and 2014-01464 if
compliance with the approved building permit is not accomplished.
3. MONTHLY BILLING. As the City receives consultant bills for incurred.costs, the City will in turn
send a bill to the Owners. Owners shall be responsible for payment to the City within 30 days of the Owners'
receipt of bill.
4. DISBURSEMENT FROM ESCROW ACCOUNT. In the event that the Owners do not make payment
to the City within the timeframe outlined in#3 above, shall issue a Stop Work Order until the Owners pay all expenses
invoiced pursuant to #3. The City may draw from the escrow account without further approval of the Owners to
reimburse the City for eligible expenses the City has incurred.
5. CLOSING ESCROW. The Balance on deposit in the escrow, if any, shall be returned to the
Owners when all requirements related to the project are complete. City Staff shall review the terms of this escrow
agreement two times per year to determine whether the requirements of the project have been successfully
completed and whether it is appropriate to retum the funds. Owner may also request the release of the funds,
and such funds shall be released upon City StafF receiving the appropriate verification that all requirements of the
project have been successfully completed.
6. CERTIFY UNPAID CHARGES. If the project is abandoned by Owners, or if the eligible expenses
incurred by the City exceed the amount in escrow, the City shall have the right to certify the unpaid balance
equally to the subject properties pursuant to Minn. Stat. §§415.01 and 366.012.

AGREEMENT AND SWORN STATEMENT
The work for which this permit is issued shall be performed according to
the approved plans and specifications,applicable City approvals,and the
State Building Code. This permit is for only the work described and does
not grant permission for additional or related work which requires separate
permits. All provisions of laws and ordinances governing this type of work
shall be compied with whether or not specified herein.This permit will
expire and become null and void if construction authorized is not
commenced within 180 days of the date of issuance,or if construction is
suspended for a period of 180 days at any time after work has commenced.
