Project#: 12-5038 pear Kate: 1.0 INTRODUCTION 1.1 At your request, an investigation of the supporting deck columns at three units (657, 659, and 661) at StoneBay Townhomes has been conducted. 1.2 Movement of deck support columns was reported. 2.0 OBSERVATIONS 2.1 The columns supporting the rear elevation decks above garage entry doors were found to be significantly out of alignment and appear to not align properly with the Sonotube concrete footings installed below grade. 2.2 This condition was confirmed by excavating at three locations. The below grade footing for the decks do not align with the above grade decorative stone bases, which consist of concrete and stone veneer, with a hollow fiberglass composite square post set atop of the stone veneer base and supporting the deck header. See attached photos 1, 2. 2.3 Encompass also observed no mechanicat connections between the fiberglass composite posts and deck header, and in one location the fiberglass post appeared to be deteriorating. See attached photo 3. 2.4 At the time of our visit to the site, two columns were found to be significantly out of plumb and in an unsafe condition. These columns were temporarily shored by others. , � ' • New Sonotubes to be 16" minimum diameter and 48" deep. • Soil at base of excavation to be verified for appropriate bearing capacity. A 6" depth of compa�ted aggregate to be placed below Sonotube. 4.2.3 Column/Stone Base , • A new 6x6 treated post should be installed and properly attached at the base footing connection and at the top at post/header connection per current IRC and Minnesota State Building Code requirements. • Construct new stone veneer base around post to match existing. 4.3 Other Units: Based upon cursory obsenration of the other decks, it is our opinion that similar unstable condition likely exist elsewhere. It is recommended that all other similar decks and support conditions be evaluated by a licensed Engineer. This report is prepared based on observations and review of the material available as of this date. Our opinions may be revised based on the availability of additional data. The conclusions contained herein represent our professional opinions. These opinions were arrived in accordance with accepted engineering practices at this time and location. See attached photo 4. 2.6 The column constructed on the concrete footing was ofFset considerably and a rebar dowel was set on the very outside edge of the below grade Sonotube footing. See attached photo 5. 3.0 ANALYSIS/CONCLUSIONS 3.1 It is our opinion that the columns constructed at units 657, 659, and 661 are constructed incorrectly. The improper placement of the concrete footings created an offset condition where concrete bases had to be built partially off of supporting Sonotubes to accommodate post alignment w�h the deck headers. 3.2 The above condition has led to incorrect footing and base connections; along with a large overhanging base that is misaligned, creating eccentric loads into the footing, causing the rotation of the columns and the footings. The offset base is also susceptible to frost heave which is evident due to the observed damage to the asphalt driveways around the columns. 3.3 Encompass betieves the supporting deck posts at units 657, 659, and 661 are structurally inadequate and pose an unsafe condition. The significant offset and improper connection befinreen the post base and footing, and the absence of a mechanical connection at the top of the post and header is allowing further deformation of these support columns. 3.4 Based upon cursory observation of the other decks, it is our opinion that similar unstable condition may exist elsewhere.
