The plans are dated 12-29-11. We have the following comments with regards to engineering matters: • The addition appears to drain to a wetland, disturb more that 50 cubic yards of soil, and increase the hard cover draining to the wetland. This triggers Orono's wetland buffer ordinance. • The impacted wetland is a Manage 3 (east)wetland and requires a 16.5 foot wide buffer. • ]ohn Smyth reviewed the site and found the Manage 3 wetland buffer area to be free of invasive species. The applicant should add the buffer location for the Manage 3 wetland on the Certificate of Survey. No other work is required to meet the wetland code. • This project will disturb more than 100 CY of material. Sediment and erosion control information meeting the requirements of Orono's City Code 79-7(c)(2) must be submitted. The minimum $2000 sediment and erosion control financial securiry should be required of the owner for this permit. Your application is incomplete. The following items must be submitted or revised in arder for your application to be considered complete and for the plan review to continue: i. Certificate of Survey. Please provide three copies of an updated, scaled certificate of survey meeting the City's survey standards (enclosed) indicating the location of the existing house and proposed accessory structure, existing topography (and any proposed grading) as well as all existing structures, landscaping, retaining walls and other improvements on the property. 2. Wetland Delineation. A Manage 2 classification wetland exists on the property. It appears this wetland was delineated, if so, please provide a copy of the wetland delineation report. Please note, the wetland delineation should have been approved by the Minnehaha Creek Watershed District (MCWD). The approved, delineated edge of the wetland must be shown on the survey, along with the required (25-foot bwffer plus 20-foot structure setback) 45-foot setback. It appears your project may trigger application of the City's wetland buffer regulations. Once we have the updated survey information we will review the project against our wetland regulations to determine if they a�ply. An additional review and escrow may be required. The above information is required in�order for the plan review to continue. 3. Guest Apartment. Orono City Code allows for non-rental guest apartments within the principal residence with specific requirements. Sole egress/ingress (i.e. access) for the '�apartment"space must be from within the residence. Guest apartments with an exterior access require a conditional use permit (Code 5ection 78-418(2) attached). It appears from the building plans the primary access for the space above the new garage addition is through the garage, although a secondary (non-ideal) access through a storage room in the basement is shown.
