This lot was legally created in the plat of ABINGDON GLEN in 1983 and is approximately 4.3 acres in area located within the RR — 1B zoning district, which requires 2.0 acre minimum lot sizes. In order for the City to issue a building permit, or recognize the lot as buildable,the following requirements must be met: • A wetland delineation must be conducted to determine the real boundary of the wetland as it exists today. At the time of platting a drainage and utility easement was taken over the existing wetlands, however wetlands get larger over time which is why a current delineation would be required. Following the wetland delineation, the total acres of wetland vs. dry should be figured. If the property falls below 2.0 acres of dry once the acreage of wetland is subtracted from the total, a lot area variance may be required depending on the amount of dry acreage left. This does not in and of itself hinder buildability because if all the requirements noted below can be met, a lot area variance is typically granted (sometimes administratively) as the lot was legally created. • Two (primary and alternate) suitable 5-bedroom septic sites must be provided meeting all required setbacks. Soil boring and septic design information has been submitted to the City which appears to be acceptable, however a current wetland delineation is needed to verify if these sites meet the required wetland setback. The required septic site setbacks are as follows: o Deep Well: 50' o Shallow Well: 100' o Wetland (type 3-6 as determined by delineation): 75' Telephone(952)249-4600 • Fax(952)249-4616 www ci.orono.mn.us o Wetland (type 1-2 as determined by delineation): 26' o Tributaries (creek): 75' o Driveways, Sidewalks, Decks, and other Hardcover: 20' o Property Lines, Buildings, and Buried Pipes: 20' o Lawn Sprinkler Systems: 10' • The required principal building setbacks are as follows: o Front (street): 50' o Side (northwest): 30' o Side (south): 30' o Rear(adjacent to Luce Line and opposite to front): SG' o Edge of Delineated Wetland: 26' o Bank of Long Lake Creek (to east): 100' (wetland setback will probably be more restrictive) Accessory buildings are subject to a separate set of standards. Please inquire further is you wish to construct an accessory building. • Developinent of the lot will also be subject to the following requireinent: o Hardcover Restrictions: Because the lot is within 1,000' of Long Lake Creek the following hardcover restrictions apply: ■ 0-75' zone: 0% hardcover allowed* ■ 75'-250' zone: 25% hardcover allowed* ■ 250'-500' zone: 30% hardcover allowed* ■ 500'-1,000' zone: 35% hardcover allowed* *The zones are reflective of the setback from the creek with 0 being the bank of the creek. These percentages are also based on the area of the property existing within that zone, not the entire property. All of these requirements can be found in the City's Zoning Ordinance (Chapter 78) which is available online at www.ci.orono.mn.us. Any single family development of this lot meeting the standards noted above would gain approval of a building permit and be deemed buildable. Should any of these standards not be achievable the variance process may be an option, depending on the variance being requested.
