I have enclosed a copy of the report completed by Shawn D. Gustafson upon completion of a site
inspection with your contractor, John Miller.
The report does outline some of the issues that must be addressed if you plan to proceed with a
conditional use permit/variance application with the City for the improvement of your lakeshore
yard.

Dear Jeanne,
We met last Friday with John Miller of WALDENWOOD who is the contractor planning to construct a series
of retaining walls at 1354 Rest Point Circle on the property owned by Richard and Marjorie Wett. The
property is located along the north shore of West Arm which has a significant bluff. The bluff rises over 30
feet in less than 50 feet from the shoreline. The bluff has seriously eroded in recent years and the timber
stairway shows signs of deterioration. The owners would like to retain the steep slopes and replace the
stairway access to their dock. Mr.Miller plans to use some type of modular masonry block retaining wall with
soil anchor restraints. 'This technique is acceptable in concept, however, due to the height of the walls a
registered engineer should perform the actual wall design. Information which is critical for this type of project
includes:
-type of modular masonry block proposed
- method of providing drainage for walls
-type of soil anchor or other tie-back restraint for wall
-geotechnical evaluation and/or type of fill proposed
- cross section of p!-oposed wall a.nd side slopes
- loading condition used for wall design

-description of the construction technique proposec(i`ar working around the maturP trees and root
systems in the area
The owners would like some preliminary direction from the City as to what type of improvements might be
allowed on their property. The Department of Natural Resources will iikely be involved because of the bluff.
It may be a good idea to meet at the site with !he DNR, contractor, owners and ourselves to determine the
applicable procedures and approvals for the con��ruction. Please contacl me at this oftice if you have any
