First some background information. 6-21-88 A well replacement permit was issued to Motzko We 11 Dri 11 ing. � 6-22-88 A well site inspection was requested. The City had no record of the sewer line location. It was presumed the line came out of the lake side of the house because of the City's sewer stub location in the easement, layout of the house and other factors. Therefore, the site the well driller chose was approved. 6-29-88 The well was flow tested by City inspector. 4-14-90 A permit was issued to Aarons Plumbing to replace the sewer line. 4-5-90 A sewer hook-up inspection was conducted, City inspector found the sewer line is 3'+ from the well in the same location of the original sewer line. The inspector requires the sewer line to be rerouted to a minimum of 20' from well. At this time the contractor requests permission to cover line as is until he can talk to owner and decide how to proceed. City inspector grants permission to fill in hazardous excavation temporarily. BUILDING&ZONING-473-7357 • ADMINISTRATION&FINANCE-473-7358 • PUBLIC WORKS-473-7359 ASSFSSING FAX-473-0510 Reith Hankinson February 8, 1991 Page 2 The City's position is that even though the well was placed too close to the pre-exiting sewer line because of lack of information, the sewer contractor should have routed the sewer line away from the well because the wel 1 location was known and was clearly visible at the edge of the sewer trench. Minnesota Plumbing Code, Section 4715.0320, requires "In existing buildings or premises in which plumbing installations are to be altered, renovated, or replaced, the new materials and work must meet the provisions of this code". As of this date, this Code violation remains uncorrected and unapproved by the City. If you have any questions or if I can assist you in any way, please feel free to contact me.
