We have reviewed your cross-section,the BodPave installation specifications as well as the marked-up site plan. According to our engineer, after reviewing your cross-section,the BodPave was not installed according to manufacture specifications for a fully permeable area. Based on your plan, it appears that the necessary drain tile was not installed. Further, an area along Rest Point Circle was improved with BodPave. This area was not discussed with City Staff and is not approved. The BodPave area between the driveways must be modified to meet the permeability installation standards or it must be removed completely. As you may be aware, both properties are restricted to a specified level of hard cover (impervious surface). The installation of additional hardcover puts both properties out of compliance with their respective hardcover allowance. The improved area along Rest Point Circle shown on the plan must be removed completely and the area between the driveways must be corrected. In order to finalize the permits (2010-00613 and 2010-00614) for the land alteration/grading and the retaining walls you must comply with the above instructions as well as submit an as-built certificate of survey to verify compliance. Please correct the above and submit the as-built survey by August 20th in order to avoid action by the City. Please contact me with any questions on this matter. The purpose of the site visit was to meet with the properly owner and his landscaper to discuss drainage concerns and water damage to the home. Upon arrival we met with both parties and walked the property to review the drainage issues. Issues we encountered were inadequate drainage away from the home causing water to enter the lower level, a drainage swale on the north side of the home that was shaded to a point that vegetation could not establish itself, and other localized drainage concerns. It was apparent that changes to the grading needed to be made immediately to protect the home from further damage and insure water did not trespass onto neighboring properties. We discussed options with the homeowner and landscaper and agreed to changes that included a rock drainage way along the north side of the home where vegetation could not get established, routing rain gutters into draintile under the sidewalk and to the lakeside of the property, installing a small retaining wall on the north side of the home to protect against erosion and some minor grading in the lakeside yard to enhance drainage away from the home in a manor that would minimize impacts to the slope to the lake. Given the amount of rain that had fallen in the recent days and more rain imminent it was my opinion that these improvements were urgently necessary to minimize further structural damage to the property. First, I met with the city planner and the city engineer on site with the homeowner before the project, and we all agreed that installing BodPave in these 2 areas was fine due to the fact that it is a 100%permiable product when installed correctly. Second, I did install the product correctly without draintile - as adding draintile is only recommended when the water needs to be channeled out from under the product to another area. I consulted directly with BodPave about this when we purchased the material. Without the draintile, the water permiates directly under the BodPave product as fi it wasn't even there. In fact the city engineer on site agreed that we would probably be increasing permiability in these areas when we tore out the hard compacted clay top layer that was left behind by the builder. Finally, it was understood that the homeowner will often need to park up along the road. This was creating a muddy mess since he needs to park all the way in the grass in order for vehicles to pass, due to all of the mail boxes directly across the street. With no city curbing on Rest Point Cir the run-off from the street was creating erosion that would eventually plug the new dry river bed and drain-tile system with mud over time. This would in-turn seriously jeprodise the proper water drainage for 1348 and the neighbor to the north, that we and you have worked so hard to correct. Please call me anytime to further discuss these issues. I am happy to come in to the city offices or meet with you on site if necessary. I will also contact my BodPave representitive and get a letter from him backing up our installation techniques and the products permiability. According to our engineer, after reviewing your cross-section, the BodPave was not installed according to manufacture specifications for a fully permeable area. Based on your plan, it appears that the necessary drain tile was not installed. Further, an area along Rest Point Circle was improved with BodPave. This area was not discussed with City Staff and is not approved. The BodPave area between the driveways must be modified to meet the permeability installation standards or it 1 ' . must be removed completely. As you may be aware, both properties are restricted to a specified level of hard cover (impervious surface). The installation of additional hardcover puts both properties out of compliance with their respective hardcover allowance. The improved area along Rest Point Circle shown on the plan must be removed completely and the area between the driveways must be corrected. In order to finalize the permits (2010-00613 and 2010-00614) for the land alteration/grading and the retaining walls you must comply with the above instructions as well as submit an as-built certificate of survey to verify compliance.
