**NOTE CHANGE** Before scheduling an exterior insulation and/or drain tile inspection, a
foundation as-built survey must be submitted and approved by the City or a Stop Work order
will be issued.
Schedule a minimum of one hour for the framing inspection. �
Erosion control mechanisms must be installed and inspected by the City prior to any land
disturbing activities. The contractor must provide a minimum of a 24 hour notice prior to
inspection.
Erosion control shall be installed and maintained throughout the entire project and must 0
remain until vegetation has been established.
A haul route shall be submitted to the City Engineer for approval and inspection prior to
commencement of hauling from the site.The property owner shall be responsible for cleaning
and repair of roadways for any adverse impacts.
No underground sewer within 20 feet of well. �
Prior to the issuance of a Certificate of Occupancy an as-built survey must be submitted and �
approved.
In the event of winter or other extended unfavorable weather conditions(which prevent the
completion of the exterior improvements and/or as-built survey) a Temporary Certificate of
Occupancy(TCO) may be necessary. A TCO requires a $10,000 escrow.
Advisory Comments
Any changes to the exterior/landscaping improvements, i.e. patios,grading, sidewalks, retaining
walls, etc. not currently shown on the approved survey and landscaping plan will require a
separate Zoning Permit application to be submitted and approved prior to the work
commencing.
Any retaining walls that are over 4-feet in height or tiered walls not separated by twice of the
height of the lower wall require engineered plans and a building permit to be submitted and
approved prior to construction.

Sec. 78-967. - Exception.
(a) The requirements of section 78-966 are not intended to govern the following land alteration activities:
(1) Normal and customary grading in the area of an existing or a newly constructed building, or the
grading of the driveway serving such building.
(2) Any earth movement less than 500 cubic yards which does not adversely impact the existing
drainage.
(3) Grading, filling or excavating of 50 cubic yards or less within the shore setback zone of all lakes
enumerated in article IX of this chapter.
(4) The foilowing unusuai land alterations:
a. Any unusual land alterations, including earth filling, removal or grading, proposed by a
builder shall be subject to a permit. The following land alterations shall be considered as
unusual land alterations:
1. All excavations for foundations in excess of 12 feet average depth if any amount of the
excess material removed below 12 feet depth is to be stockpiled on the site.
2. Any additional fill brought on site outside the Shore land Overlay District, in excess of
500 cubic yards, except for fill required to raise grade for adequate frost footing
protection, the intent being that structures shall not be artificially raised above the
preexisting surrounding topography.
3. Grading or alterations that would propose any changes in elevations within five feet of
adjacent residential lot lines except for drainage swales and ditches.
(b) Such grading and earth movement shall be subject to approval by the building inspector at the time of
issuance of a building permit, provided that a plan showing proper drainage and protection of adjoining
property has been submitted. Where such earth movement is not being performed in conjunction with
a building permit, a separate land alteration permit shall be required.
(c) The building inspector shall have the authority to refer any requests for land alteration permits to the
city council for review and approval in instances where the land alteration appears to potentially create
negative impacts or be not in keeping with the goals and policies of the community management plan.

Can you please provide us with the information you used to determine/calculate building height for this plan? Is there a
higher existing elevation (higher than 1014' as shown)that was used? If a higher elevation exists and is the basis for
your building height it must be shown on the survey.
In reviewing the building height for 1150 Pine View our calculations based on the plan info (shown below)does not meet
the City of Orono's building height of 30'. Our analysis is below.

I will have the septic sites fenced tomorrow and I will schedule an inspection with Roger shortly.Thank you for your
follow-up.
In the location of the existing foot bridge/new driveway crossing we will only be removing dead trees and undesirable
brush such as buckthorn. There are no large live trees in the vicinity.

I have attached the Tree clarification. There is an existing drive that will be used to the North. No tree removal here.
There is a new drive through the Tree preservation easement that will be used. There exists a wooden bridge in this
location. It will be removed, dead trees removed, and a driveway will be installed. No significant trees will be
impacted. This is noted on the attached. Let me know if I need to print and deliver? Are only dead trees going to be
removed? Please clarify. Your plan notes, "no significant trees will be impacted". Will�live trees be removed? If so
please identify on a plan,the size, type and location.
Escrow was mailed with a check today. You should have it tomorrow, or the next day. I will watch for it.
Landscape plans should have been delivered 2 weeks ago. Please let me know if you did not receive it, or if it needs
further adjustment. A complete copy of the landscape plan was just received.
MCWD permit was applied for and confirmed. Should have it issued this week. I will watch for it.
With this, any insight into when we may see a building permit?

On May 12, 2017 the City received a building permit application for a new single family home. Staff conducted a
preliminary review based on the information provided and recommends the following items be submitted or revised in
order for your application to be considered complete and for the plan review to continue:
1. Certificate af Survey. This property contains a Tree Preservation Easement. There appears to be two locations
of proposed impad within the easement. Please provide clarification on the survey depicting existing trees
within the easement and which will be impacted by the project.
2. Landscape Plan. A landscape plan was submitted, however the bottom two inches of the plan are missing
information. Please re-submit two full-size copies of the landscape plan.
3. Escrow&Estrow Agreement. Permits involving grading and/or review by the City's engineer require submittal
of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City
for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee
conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow
amount for this project is $2,500. The escrow agreement is enclosed. The properry owner must sign the
enclosed agreement and submit a check for$2,500.
4. Minnehaha Creek Watershed District (MCWD). Your project may trigger the Minnehaha Creek Watershed
DistricYs (MCWDs) permitting requirements. It appears an application was submitted to the MCWD. Please
note,the City of Orono will not issue a building permit without a copy of the MCWD permit or documentation
stating the proposed project does not trigger any of their permitting requirements.
A separate city permit is required for demolition of the existing principal structure. Attached is a copy of the demolition
permit application. Please complete and return.
