MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,June 11,2018 <br /> 7:00 o'clock p.m. <br /> 13. ANNUAL PUBLIC HEARING FOR MS4 STORM WATER PERMIT—Continued <br /> chemicals during winter treahnent of pavement,and grass clippings. Prevention starts with individual <br /> decisions and actions. <br /> The City's 2017 compliance activities include the following: <br /> -An update to the surface water management section of the Community Management Plan <br /> -An updated surface water management plan <br /> -Articles in newsletters <br /> -Storm water information on website <br /> -Grass and leaf disposal program in the spring and fall <br /> -Erosion control inspections <br /> - Street sweeping <br /> -Culvert repairs <br /> -A watershed/pond survey <br /> 2018 implementation activities include renewal of the MS4 permit,completion of the storm water <br /> management plan,completion of the surface water portion of the Community Management Plan,conduct <br /> a watershed/pond survey,completion of the surface water management plan,storm water inspection of 20 <br /> percent of the City's storm water system,and Public Works maintenance operations. <br /> Edwards stated the next step in the process is to record any comments and to prepare a response to each <br /> comment. Staff submitted the annual report to MPCA last week. <br /> Mayor Walsh opened the public hearing at 7:38 p.m. <br /> There were no public comments regarding this item. <br /> Mayor Walsh closed the public hearing at 7:38 p.m. <br /> The City Council took no formal action on this item. <br /> PLANNING DEPARTMENT REPORT(BRUCE LEMKE,REPRESENTATIVE) <br /> 14. LA18-14 LAKE WEST DEVELOPMENT OB/O BARBARA LUPIENT,ET AL, <br /> 3508 IVY PLACE,FINAL PLAT AND EVELOPMENT AGREEMENT APPROVAL <br /> RESOLUTION NO.6878 <br /> Barnhart stated the applicants are requesting Final Plat approval for the combination of three lots into <br /> two. The final plat is consistent with the approved Preliminary Plat and all lots meet the requirements of <br /> the zoning ordinance in terms of lot width and size. The proposed use of the property,single-family <br /> residential,is consistent with the Comprehensive Plan. The conditions outlined in the resolution have <br /> been addressed either through permits with the MCWD or in the Development Agreement. Following <br /> approval of the Preliminary Plat,there was Council action to approve vacation of some easements,a <br /> conditional use permit for some fill,and some variances associated with a wetland. Those issues have <br /> been added to the Development Agreement. <br /> Page 5 of 20 <br />
