The hardcover being removed is farther fiom the lalce than the hardcover <br /> being added. <br /> b. The City Council has considered this application including the findings and <br /> recominendation of tl�e Planning Commission, reports by City staff, coinments <br /> by the applicants and the public, and the effect of the proposed variance on tl�e <br /> health, safety and welfare of the comm�inity. <br /> 5. The City Council finds that the conditions existing on this property are peculiar <br /> to it and do not apply generally to other property in this zoning district; that <br /> granting tlre variance would not adversely affect traffic conditions, liglit, air <br /> nor pose a fire hazard or other danger to neighboring property; would not <br /> merety sen�e as a conveniei�ce to t1_ze Owners, but is necessary to alleviate a <br /> demonstrable hardship or difficulty; is necessary to preseive a substantial <br /> property right of the Owners; and would be in lceeping with the spirit and <br /> intent of the Zoning Code and Comprehensive Plan of the City. <br /> C'410iCLL1SI�NS, O�E1Z AND CONIAI�'IO1oCS <br /> Based upon the above f ndings, the �rono �ity Council hereby grants a variance to Oroilo <br /> Mtinicipal Zoiiin� Code Section 78-1288 revising the hardcover variance granted by <br /> Resolution No. 4764 to allow a garage addition, suUject to the following conditions: <br /> 1. Council approval is based on the site and house plans submitted by the Owners <br /> and annotated by City staff, attached to this Resolution as Exhibits A. and B, <br /> Any amendments to these plans may require fiii-lher Planning Conui�issi�n and <br /> City Council review. <br /> 2.
