MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Tuesday,May 29,2018 <br /> 7:00 o'clock p.m. <br /> 20. 1440-1442 SHORELINE DRIVE RENTAL LICENSE—Continued <br /> indicated he was not able to go through and start pulling all the site plans that have been approved as part <br /> of the resolution and review those,but that it might be better for Staff to do that. <br /> Mattick stated if parking is the issue,it appears the lots have adequate parking. As it relates to hours of <br /> operation or landscaping,etc.,that is something Staff can look into as part of the normal course of <br /> reviewing conditional use permits. Mattick stated based on the complaints and the discussion,there <br /> appears to be good reasons to review the conditional use permit. Mattick suggested the list of complaints <br /> that was to be compiled by Matt Johnson be given to Staff to review. <br /> Crosby asked how many boat slips are currently on the property. <br /> Mattick stated he does not have the answer to that at this time. Mattick stated even if the number of slips <br /> has increased from 2011,the property received a variance from the parking by four stalls. In 2011,it was <br /> indicated there were 97 slips on the water,but that six of them were devoted to retail sales,display and <br /> service,which left 91 slips. The parking need was determined by taking those 91 slips and multiplying it <br /> by .6,which came to 54 stalls. Eight additional stalls were required for the retail sales,three stalls were <br /> required for the building,and four parking stalls were required for employees,which adds up to 50. <br /> Mattick stated the resolution showed that on the Tanager lake side there were 24 stalls at 1444 Shoreline, <br /> 26 stalls at 1440-1442 Shoreline,26 stalls on the Brown's Bay side of County Road 15,and an additional <br /> five stalls located in a triangular granular parking area,which amounts to 76 parking stalls. It was also <br /> contemplated that there were potentially five additional parking stalls not previously approved for <br /> parking. <br /> Crosby asked if Staff has verified the parking. Crosby stated if it is occupied by something else,such as <br /> storage,it should not be counted as a parking stall. <br /> Mattick stated that was one of the concerns that was discussed at the last meeting and Staff would be able <br /> to go out there and verify the parking stalls. Mattick stated the resolution that was approved says that at <br /> 1444 Shoreline there were 14 marked parking stalls but the 26 parking stalls are unmarked. <br /> Crosby stated if it is not being utilized as a parking stall,that would be a concern and would be a violation <br /> of the intent. <br /> Mattick agreed that if it is being used for storage,it cannot be used for parking. <br /> Crosby stated the rental license is in conjunction with the parking and that the City still does not <br /> definitively know the answer to that question. <br /> Mattick stated each of the two residential properties have the required two stalls for parking. If the stalls <br /> are being double counted for the business, Oronds Code does not distinguish that,which may be where <br /> there is some issue. <br /> Walsh stated he would like to see a list of all the different approvals granted on the property over the <br /> years. Walsh stated the rental license application is not joined with the business side of the site and that <br /> they can deal with the rental license application separately. <br /> Page 10 of 11 <br />
