AiLOAtp <br /> iifr.tiCITY OF ORONO <br /> RESOLUTION OF THE CITY COUNCIL <br /> ':'s•� G1 NO. 6867 <br /> kEsHOV-- <br /> FINDINGS OF FACT: <br /> 1. This application was reviewed as Zoning File LA18-000012. The analysis contained within <br /> staff memos and the exhibits attached to the aforesaid memos, all minutes from the above <br /> mentioned meetings, and any and all other materials distributed at these meetings are <br /> hereby incorporated by reference. <br /> 2. The Stipakov Property and the Outlot are located in the RR-1 B Rural Residential Zoning <br /> District. <br /> 3. To serve 3 or more properties, City Code requires a 50-foot wide private road outlot with <br /> a 100-foot cul-de-sac"bulb" at its termination. <br /> 4. The Outlot was platted as a 50-foot wide corridor; no cul-de-sac"bulb"was required to be <br /> platted at the Outlot's termination. <br /> 5. The Stipakov Property contains ±2 acres in area and also contains a wetland. Reducing <br /> the size of the Stipakov Property to accommodate a cul-de-sac would result in the lot <br /> becoming nonconforming in area. <br /> 6. The Applicant has proposed an alternative to the required cul-de-sac which conforms to <br /> the minimum turnaround requirements of the 2015 MN Fire Code -Appendix D. <br /> 7. In considering this application to amend the conditions of Resolution Nos. 4202 and 4369 <br /> relating to the private road standards, the Council has considered the advice and <br /> recommendation of the Planning Commission and the effect of the proposed request upon <br /> the health, safety and welfare of the community, existing and anticipated traffic conditions, <br /> light and air, danger of fire, risk to the public safety, and the effect on values of property in <br /> the surrounding area. <br /> CONCLUSIONS. ORDER AND CONDITIONS: <br /> Based upon one or more of the above findings, the Orono City Council hereby amends <br /> the conditions of Resolution Nos. 4202 and 4369 relating to the City's private road standards to <br /> allow creation of an easement within the Stipakov Property to accommodate a hammerhead <br /> turnaround from the Outlot, subject to the following conditions: <br /> 1. Council approval is based on the entire record, above Findings. <br /> 2 <br />
