MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,April 23,2018 <br /> 7:00 o'clock p.m. <br /> 18. 2019 ROAD MAINTENANCE PLANNING AND ENGINEERING REPORT—Continued <br /> Cassandra Ordway, 1145 County Road 6,asked what the City is planning on doing to maintain that road <br /> in the interim. Ordway stated the road is pretty much impassable. <br /> Walsh stated the Council would like to come to a solution in the foreseeable future and that he would like <br /> to get the feedback of the neighbors on that road. <br /> Rief suggested a public hearing be held on that item. <br /> Ordway asked whether the residents on the east side are part of Wayzata. <br /> Rief indicated they are not and that the Lake Lydia area is Orono. <br /> Crosby moved,Seals seconded,to table the 2019 Road Maintenance Planning and Engineering <br /> Report. VOTE: Ayes 3,Nays 0. <br /> 19. OLD LONG LAKE ROAD RIGHT-OF-WAY PERMIT <br /> Edwards reported the City of Orono has received a right-of-way permit application from the developer for <br /> a curb cut connection for the Landings at Long Lake development to Old Long Lake Road. The permit <br /> application is for a driveway to serve four residences in Long Lake. The intersection in question is part of <br /> the Highway 112 turn back phase two project. <br /> The development is currently a one-lot property with three lots sharing a driveway. Currently there are <br /> two driveways that attach into Old Long Lake Road. As Old Long Lake Road is relocated to the east,the <br /> road will be completely located within Orono. As a result,the City will assume the responsibility to <br /> provide access to those properties. Development of that property comes into conflict with City <br /> ordinances which only allow up to two residences to share a driveway. That application was denied and <br /> the applicant was asked to resubmit a revised plan. The current proposal is for a 24-foot private driveway <br /> that would service all seven of those properties. <br /> Edwards noted a condition of the right-of-way permit is that the development agreement include language <br /> establishing the maintenance responsibility for the private road/driveway as that of the development. <br /> Walsh noted there was a tentative agreement with the City of Long Lake to maintain a portion of the road, <br /> which has fallen through,and that what is now being proposed is a good solution. The property owners in <br /> that area will now not have to take care of the maintenance or plowing and that in his view it is a win-win <br /> solution. <br /> Crosby moved,Seals seconded,to adopt RESOLUTION NO.,A Resolution Granting a Right-of- <br /> Way Permit with the conditions listed in the April 23,2018, Staff report. VOTE: Ayes 3,Nays 0. <br /> Page 8 of 15 <br />
