Hire Soil/Site Evaluator to do the necessary testing <br /> and d sign. <br /> 2. Submi the design to the City for approval. <br /> 3. Once the design is approved, have one or more <br /> contr ctors bid on the approved design. <br /> • <br /> 4 .
