<br /> We have inspected the drainage problem at 665 Orchard Park Road. The water level of
<br /> the wetland south of County Road 6 is higher than normal and is not presently draining.
<br /> The natural drainage route directly to the south runs along Orchard Park Road through a
<br /> culvert and then east under the road. It appears obvious that fill has been placed within
<br /> this natural drainage route at 615 and 585 Orchard Park Road. The fill in some sense
<br /> makes the wetland landlocked, as it must rise several feet further before reaching the
<br /> overflow point. We believe that the fill placement is in violation of State Law in that it
<br /> blocks a natural drainage route. These property owners should be informed that the fill
<br /> material must be removed in the immediate vicinity of the drainage route unless piping is
<br /> installed. If necessary, we can arrange to have the properties surveyed to verify if the
<br /> elevations correspond to the topography mapping done for the City on March 27, 1992. We
<br /> have attached a sketch of the drainage route.
