<br /> We have completed our survey of the drainage problem at 665 Orchard Park Road. The wetland south
<br /> of County Road 6 actually falls within the properties of 615, 665 and 745 Orchard Park Road. The water
<br /> level is now at elevation 982.1 which compares well with the 982.3 elevation recorded on the City's March
<br /> 27, 1992 aerial photo. The culvert under Orchard Park Road to the east of the wetland is at elevation
<br /> 987.2 and drains towards the wetland. The culvert under the driveway at 525 Orchard Park Road is at
<br /> elevation 980.0 and functions as the only overflow route for the wetland, which runs south. The water
<br /> in the wetland must now rise at least 1.1 feet higher before it flows overland.
<br /> A feasible solution to lower the water level in the wetland would be to excavate a shallow drainage swale
<br /> between the wetland and the driveway culvert. The grade on the swale would be a flat 0.3 percent, but
<br /> should function adequately during most rainfall events. This would require a permit because it would
<br /> be considered as draining a wetland protected under the Wetland Conservation Act (WCA). If the
<br /> swale is only"cleaned out"between the wetland and driveway culvert,but the water level is not lowered,
<br /> a permit may not be necessary. However,this would only allow the wetland to drain down quicker during
<br /> rainfall events but would maintain the existing water levels.
<br /> The most practical solution may be to locate any existing draintile line(s) leading from the wetland and
<br /> hire a plumber to repair/maintain the lines that function to lower the water level. A WCA exemption
<br /> is offered for maintaining existing tile lines. The tile line could be located more easily if the original
<br /> landowner is contacted, or possibly the Soil Conservation Service (Ed Musielewicz 757-4221) may have
<br /> the line shown on an old map. Installing a new draintile line would likely require a WCA permit.
<br /> Any solution would require that the property owner(s) hire a contractor to perform the work and form
<br /> an agreement or easement along the alignment which crosses the properties at 615 and 585 Orchard Park
<br /> Road. In addition, a WCA permit or exemption must be obtained from the Minnehaha Creek
<br /> Watershed District.
