We offer the following observations, comments, and recommendations for your <br /> consideration: <br /> 1. As part of development of Mooney Lake Preserve, each individual lot(except Lots 4 & 8, Blk 2) <br /> must provide stormwater management facilities capable of restricting proposed peak runoff rates to <br /> that of existing and retaining a volume equal to 1"over new impervious surfaces on site. <br /> Calculations and drainage area maps should be submitted verifying adequate sizing of facilities based <br /> on proposed improvements. <br /> 2. Drainage and Utility Easements should be revised as necessary to adequately cover stormwater <br /> management facilities used to meet governmental requirements, including access to the outlet control <br /> device. <br /> 3. An access route to the stormwater management facilities used to meet governmental requirements, <br /> including the outlet control device, should be provided. Access route should be a minimum 8' wide. <br /> 4. Perimeter erosion control measures and protection fencing should be installed by the Contractor and <br /> inspected by City prior to any land disturbance. Contractor must provide 24 hour notice prior to <br /> inspection. <br /> 5. Protection fencing should be indicated around septic sites. <br /> 6. Details for the rain gardens should be provided to ensure adequate section and outlet control design. <br /> 7. The applicant should be required to obtain a Minnehaha Creek Watershed District(MCWD)permit. <br /> A copy of any approvals or permits required should be submitted conditional to plan approval. <br /> 8. The applicant should be required to submit a Maintenance Agreement for stormwater management <br /> facilities used to meet governmental requirements. The agreement should define maintenance <br /> responsibilities following completion of project and specify types and frequencies of inspection and <br /> maintenance activities. A report should be submitted annually to the City and MCWD briefly <br /> outlining inspections and maintenance performed during the year. <br /> 9.
