1 04, <br /> ___--- <br /> O x OCITY of ORONO <br /> 14'.4 �iwil +G� RESOLUTION OF THE CITY COUNCIL <br /> �ESHD4 NO. 4 2O <br /> NOW, THEREFORE, BE IT RESOLVED, that based upon one or more of <br /> the findings, the City Council of the City of Orono hereby approves the preliminary plat of <br /> George W. Stickney and J. O. Stickney at 4XX Willow Drive South (38 03-117-23 32 0006) <br /> per survey dated January 6, 1998, most revised date November 3, 1998, by Mark S. Gronberg <br /> of Coffin and Gronberg, subject to the following conditions: <br /> 1. The site drains both east and west. The westerly portion of the site drains <br /> westerly to an existing wetland identified as TL-P 11. Phosphorous loadings <br /> leaving the site shall be limited to a maximum of .28 pounds/acre/year. A <br /> drainage area map with pre and post development calculations shall be submitted <br /> for review. <br /> 2. Drainage and utility easements shall be 5 feet along all interior lot lines and 10 <br /> feet along exterior lot lines. Drainage easements shall be provided along all <br /> wetland, drainage and pond area. <br /> 3. Proposed access locations shall provide adequate sight distance from the high <br /> point on Willow Drive approximately 180 feet south of the site. Driveway <br /> access shall be reviewed and approved by the City Engineer prior to issuance <br /> of building permits for Lot 1 and Lot 2. Driveways shall be at least 5' from <br /> property lines and driveway grades shall not exceed 10 percent. <br /> 4. Protection of drainfield sites via fencing shall be in place prior to construction. <br /> 5. The plat for Bill Kelley's land was approved in 1977 by Resolution #857. A <br /> park dedication fee of $1,000 was paid ($250 per lot). <br /> 6. The Hennepin County Assessor has determined a fair market value of Lots 1 <br /> and 2 as follows: <br /> Lot 1 4.02 acres = $200,000 <br /> Lot 2 2.57 acres = $125,000 <br /> 7. The park dedication fee for each lot per Section 11.62 of the Municipal Code <br /> and Resolution #4064 is $4,900. A credit of $250 shall be given for the amount <br /> paid in 1977. The total park dedication fee shall be [($4,900 x 2) - $250] = <br /> $9,550. <br /> Page 2 of 4 <br />
