Mike Gaffron12-A CONNeCX10A)
From: Mike Gaffron
Sent: Monday, July 09, 2012 4:30 PM
To: 'dnash@evs-eng.com'
Cc: Jesse Struve; Scott Oberaigner; Willie Gibbs
Subject: 2350 Watertown
Attachments: LS73andSewer-001.pdf; 2350 Watertown - Map-2012 Fee Schedule.pdf; Code excerpt re
Point of Sale Escrow.pdf; Glendale Cove S&W Agreement as adopted January 2012.pdf
Dave—
The attached documents are pertinent to the sewer connection for 2350 Watertown Road
- LS73andSewer-001 is the as-built for the 1973 sewer project that would serve the property.
- The 2350 Watertown map shows the route of the sewer line through the property and the location of the creek.
- Note that the property was not provided a sewer stub and was never assessed in 1973. The 2012 Fee Schedule
indicates a Connection Fee to Orono of$16,720 due at the time of connection. This is the current cost based on
the original 1973 project unit cost.
- Additionally, this is a category 3 property under the .. e Cove S&W Agreement between Orono and Long
Lake. Because the 1973 sewer system discharges ' . he •ng Lake system, any new connections to it also will
be charged a City of Long Lake connection fee of 1900( 112 Fee Schedule) which we collect and pass through
to Long Lake. C F (.'i.(r-e n t / N c kt et__--
- The escrow required due to the sale of the property wit a non-compliant septic system relies on getting a bid
on replacing the septic system. That is detailed in the at ched Code excerpt. In the case of a sewer connection,
we would base the required escrow on the bid cost of ma ing the sewer connection.
- We can document that this property paid a $425 SAC chane in 1982 when the house was built, at a time when
Met Council was collecting SAC on any new home regardle s whether it was being connected to sewer.
Therefore, they should not have to pay the MCES SAC charg-.
I hope this is helpful. Further questions regarding the septic can be irwarded to Septic/Building Inspector Willie Gibbs;
questions about the actual sewer connection should go to Public Wor s Director Jesse Struve or Utilities Supervisor Scott
Oberaigner.
Mike
Michael P.Gaffron
Assistant City Administrator/Long Term Strategy
City of Orono t°
(Street Address)2750 Kelley Parkway
(Mailing Address) P.O.
