See attached drawing. Square footage has <br /> nothing to do with it—it's the percentage of the lowest level's perimeter length that determines whether lowest level is <br /> a basement or a story. <br /> Based on the survey and house plans,the basement floor elevation is 994.0, main floor is(8.67+1.5) = 10.17 feet above <br /> that or elevation 1004.17. Critical 6'exposure elevation is therefore 998.17. <br /> The total perimeter of the lowest level is 38+48+ 12.9+2+21.5+34+4+ 11.9 (labeled on attached drawing as A thru <br /> H)= 172.3' <br /> The portion of the perimeter that has exposure of less than 6' is that portion of the perimeter west of points X and Y(I <br /> used 998.0 instead of 998.17)calculated as 1+2+21.5+34+4+ 11.9+7=81.4' <br /> Percentage of perimeter that has exposure less than 6' is 81.4'/172.3'=47.2%. In order to get to 50%, need to increase <br /> countable perimeter to 86.2'. 86.2—81.4=4.8 feet. This can be accomplished simply by moving the house 2.4 feet <br /> west,which will add 4.8 feet to the calculable perimeter. It looks like you may be able to do that without encroaching <br /> on the side setbacks.
