MINNEHAHA CREEK r WATERSHED DISTRICT <br /> QUALITY OF WATER QUALITY OF LIFE <br /> May 31, 2013 <br /> Jim and Heidi Williams <br /> 840 Old Crystal Bay Road <br /> Orono, MN 55391 <br /> Dear Mr. & Mrs. Williams, <br /> On May 28, 2013, Minnehaha Creek Watershed District(MCWD) staff conducted a final <br /> inspection for permit#11-308 for the construction of a single family home at 840 Crystal Bay Rd <br /> S in Orono. Staff verified that the buffer signs had been installed in accordance with the <br /> approved plan, but new potential violations were observed and is described below: <br /> • Fill within a wetland <br /> o A large area of exposed soil was observed partially in the wetland at the east end <br /> of the property and partially in the required wetland buffer area. The area was <br /> apparently used for a hockey rink over the winter. It appeared the area had been <br /> graded (cut on the upland side and filled on the wetland side), and the grading <br /> appears to have resulted in fill within the wetland and buffer area. The site plan <br /> included in the declaration that is recorded on the property for the wetlands/ <br /> wetland buffers onsite and the presence of original wetland delineation flagging <br /> and buffer monuments indicates that the wetland and wetland buffer were <br /> impacted by the grading. <br /> • Mowing within wetland buffer east of the house <br /> o The wetland buffer along the wetland east of the house have been mowed where <br /> there should be no disturbance. <br /> Please take the following corrective actions immediately: <br /> • Install temporary soil stabilization (e.g. erosion control blanket) to the exposed soil <br /> area <br /> • Install perimeter control along the downgradient edge of the disturbance to prevent <br /> additional erosion impacting the wetland <br /> • Contact me at 952-641-4504 or cbach@minnehahacreek.org to set up an on-site <br /> meeting during the week of June 3-7,2013 to discuss a removal and restoration plan <br /> for the wetland & buffer impacts. <br />
