1 <br /> MEMORANDUM <br /> Date: April 7, 2004 <br /> To: Barry Balzer <br /> From: Janice Gundlach, City Planner <br /> RE: Potential subdivision of 285 Old Crystal Bay Road <br /> I <br /> I <br /> Attached are excerpts frI m the Zoning Ordinance pertaining to the subdivision of this <br /> property. As I mention to you over the telephone, this property could potentially be <br /> subdivided as a back-lot ituation. The requirements for back lots are attached as are the <br /> requirements of the RR- B zoning district, which this property is located within. There <br /> are a few other issues you should be concerned with when subdividing this property: <br /> • When lot area is measured it is measured as dry, contiguous land. Wetland cannot be <br /> counted to meet area requirements nor can dry land that is not contiguous. <br /> • Any subdivision will require Minnehaha Creek Watershed District approval. <br /> • There are a number Of accessory buildings on the property currently. When/if the <br /> property is subdivided both lots will have to meet the accessory structure <br /> requirements, which I've attached herein. This may require removal or reduction of <br /> some of the existing structures, depending on how the lots are subdivided. <br /> • Septic testing needs tbe done to confirm that primary AND alternate septic sites can <br /> be located for each to 5 bedroom systems are required. <br /> • Any subdivision of the property will require a lot width variance. This is due to the <br /> properties existing approximate 167' of frontage on Old Crystal Bay Road where <br /> 200' is normally requ4red. <br /> I've also attached the subdivision application which lists all the items that need to be <br /> included on a survey. Because wetlands are located on the property, a wetland <br /> delineation must also be'performed and the boundary of the wetland must be shown on <br /> the survey. As I mentioned over the telephone, once a survey and wetland delineation is <br /> complete, and it is known how many acres are dry and how many are wet, a meeting with <br /> Planning Department staff could be set up to discuss a potential subdivision.
