The Council spent considerable time reviewing the potential impacts of the <br /> Highway 12 route and ow it might affect the City's ability to maintain a rural character in central <br /> Orono. <br /> The conclusion reache was that all areas south of the relocated railroad would remain guided and <br /> zoned for low-density s ngle family development. While it was anticipated that properties adjacent <br /> to or near the corridor ould be affected by the highway noise, it was also anticipated that two <br /> factors would help to itigate the noise impacts. One factor, which was also a key factor in the <br /> decision to use the B corridor as the location for the new highway, is that the BNRR corridor <br /> is an existing transportation corridor that already has impacts, such as noise, on the adjacent <br /> properties. Another factor was that the location of the highway,approximately 20 feet below grade, <br /> would substantially mi 'gate the noise impacts. <br /> The BNRR corridor h s served for many years as the transition point from industrial uses to <br /> residential uses. The co 'dor itself has been both a barrier and a buffer between the two uses. If this <br /> transition point was to e moved south of the corridor,it would cause three major problems. First, <br /> there would no longer e a clear transition point between industrial and residential uses. Second, <br /> there would no longer e a buffer between industrial and residential uses.
