NEW URBAN DEVELOPMENTS WILL BE SERVED BY DEVELOPER-INSTALLED MAINS . <br /> Municipal water mains may be extended within the <br /> boundaries of the urban area to serve new development <br /> on vacant properties provided the development occurs <br /> at the established zoned density , the development does <br /> not overburden or exceed the design capacity of theit <br /> existing system , and the developer pays and finances <br /> the entire cost of the project. <br /> 6 . THE CITY WILL OPERATE AND MAINTAIN THE MUNICIPAL WATER SYSTEM. <br /> To assure cost effectiveness and quality control , <br /> the City will own , operate and maintain the entire <br /> municipal water system of mains and laterals up to <br /> and including the curb stop on each property. Each <br /> property owner must purchase a meter from the City <br /> and install it in an approved manner and location . 11 <br /> 7 . ALL WATER-SERVICED PROPERTIES MUST BE CONNECTED. 0 <br /> No new well or well repair permits will be issued ,,``1 <br /> where municipal water service is available . Existing i' v <br /> operable wells may be used provided the water is +�/r <br /> potable . Individual connections will be required �� <br /> for each separate residence and/or place of business . f11 <br /> 8 . CITY WATER SERVICE WILL BE SELF-SUPPORTING. <br /> The operation , maintenance and depreciation financing <br /> of the municipal water supply system will be <br /> completely financed by user charges sufficient <br /> to cover all allocable costs without requiring <br /> any general tax subsidy. Water charges shall <br /> be equitably established on the basis of actual <br /> use and/or fire protection advantage while at <br /> the same time designed to encourage resource <br /> conservation . Where appropriate , hydrant or <br /> fire sprinkler charges should be established so <br /> that benefited properties pay their fair share <br /> of fire protection costs even where no domestic <br /> water connection is in use . <br /> 9 . WATER SERVICE CONSTRUCTION WILL CONFORM WITH STATE CODES . <br /> Installation of new building service lines , <br /> connection stubs or water mains shall be by <br /> licensed plumbing contractors , and installation 11 <br /> or repair of wells shall be by licensed well <br /> drillers; all construction shall utilize <br /> materials and methods approved by the Minnesota <br /> State Board of Health. <br /> CMP 9- 16 <br />
