The proposed improvement will not be contrary to the intent of the <br /> Comprehensive Community Management Plan. <br /> 5. The proposed improvement has been found to be compatible with zoning and <br /> official control amendments being considered by the City. <br /> 6. The proposed improvement does not adversely impact the health, safety or <br /> welfare of the citizens. <br /> 7.
