• MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,October 17,2016 <br /> 6:30 o'clock p.m. <br /> Schwingler moved,Leskinen seconded,to recommend approval of Application No. 16-3871,Jacob <br /> Pivec on Behalf of Mike Setnicker, 1175 Willowbrook Drive,granting of a variance subject to the <br /> property owners agreeing to the oversized accessory structure covenants that will be contained <br /> within the approval resolution and submittal of additional information regarding the septic system. <br /> VOTE: Ayes 5,Nays 0. <br /> 6. #16-3872 REVISION,LLC,ON BEHALF OF TIMOTHY AND AMY SULLIVAN,440 <br /> BROWN ROAD SOUTH,VARIANCE,6:50 P.M.—6:55 P.M. <br /> Alex Lang with Revision,LLC,and Timothy and Amy Sullivan,Applicants,were present. <br /> Curtis stated the applicants are the new owners of the property and wish to construct a 1,200 square foot <br /> detached accessory building which will resemble a barn in appearance. The building is proposed to be set <br /> back approximately 175 feet from the front lot line. The home is set back approximately 220 feet. All <br /> other setbacks and zoning requirements will be met. Due to the location of the building to the house,a <br /> setback variance is required. <br /> The two and a half acre property is allowed to have a maximum accessory structure of 1,200 square feet. <br /> Oversized accessory structure covenants would be required. <br /> The building official has completed his review of the septic system for this project and has also requested <br /> additional information from the applicants to make his final determination. His comments have been <br /> included in the Planning Commission packet. Any outstanding septic issues must be resolved prior to <br /> issuance of the building permit. <br /> Staff has provided an analysis of the practical difficulties within the Staff report. The applicant has <br /> completed the practical difficulties analysis form and the Planning Commission may ask for additional <br /> testimony regarding this application or discuss the practical difficulty criteria. <br /> Staff finds that the location of the existing home, septic sites,and wetland/pond on the property make <br /> locating a conforming accessory structure,particularly an OAS in the size as permitted,difficult. The <br /> impact of a 1,200 square foot two-story barn will be mitigated by both the existing wooded areas and the <br /> separation between the barn building and the homes on adjacent properties. <br /> No public comments have been received regarding this application. <br /> Planning Staff recommends approval of the variance subject to the property owners agreeing with the <br /> oversize accessory covenants. <br /> The Planning Commission had no questions for Staff. <br /> Timothy Sullivan,Applicant, stated he could answer any questions. <br /> Chair Thiesse opened the public hearing at 6:53 p.m. <br /> There were no public comments regarding this application. <br /> Chair Thiesse closed the public hearing at 6:53 p.m. <br /> Page 5 of 19 <br />
