MINUTES OF THE <br /> ORONO CITY COUNCIL MEETING <br /> Monday,February 26,2018 <br /> 7:00 o'clock p.m. <br /> 9. 2018 ROAD MAINTENANCE PROJECT—APPROVAL TO SOLICIT BIDS <br /> Edwards provided an update to the City Council on the 2018 street maintenance projects. Edwards noted <br /> given the engineer's preliminary estimate,there is insufficient funding to complete all of the roads. Staff <br /> is recommending one of the roads be included in the bid as an alternate. If the bids come in lower than <br /> anticipated,that road could then be included along with the projects. Edwards recommended the alternate <br /> road be Forest Arms Lane since the cost is right around the number that the City is short and the condition <br /> of the road could reasonably be expected to last another year. <br /> The anticipated total for the 2018 road projects is approximately$2 million. Edwards noted$400,000 of <br /> the additional City revenue from 2017 has been included in the estimate and that they are looking at a <br /> balance from last year in the Pavement Management Fund of approximately$233,000. <br /> Walsh stated given those two numbers,the City has $633,000 total to work with. <br /> Edwards noted there would also be the levy of$383,000. <br /> Walsh stated with all those numbers added together,it comes to a little over a million dollars. Walsh <br /> noted Forest Arms Lane is estimated at approximately$367,000. <br /> Edwards stated during the design process,the soil borings came out worse than what was projected <br /> underneath the pavement,which added significantly to the cost estimate for Forest Arms Lane. Wildhurst <br /> and West Lafayette also came in higher than what was originally projected. <br /> Walsh commented the City has figured out the problems with the various roads but that it is going to cost <br /> more to fix them and as a result,they might only be able to complete six road projects this year. <br /> Crosby asked if North Arms is not as dire. <br /> Rief indicated it is in slightly better condition than the other roads and the other reason is to delay one <br /> project rather than a number of smaller projects. <br /> Walsh asked if the funding estimate also takes into account the extra$100,000 from the tower revenue. <br /> Olson indicated it does not. <br /> Dankey moved,Printup seconded,to authorize the solicitation of bids for the 2018 road <br /> improvement projects,with North Arms Road being included as an alternate bid. VOTE: Ayes 4, <br /> Nays 0. <br /> 10. LEAF STREET—APPROVAL TO SOLICIT BIDS <br /> Edwards stated Leaf Street has been kept separate from Item No. 9 because it is an MSA road. The cost <br /> projections are slightly lower than what Staff originally anticipated. <br /> Dankey moved,Crosby seconded,to approve the plans for the improvements to Leaf Street and to <br /> authorize Staff to solicit bids.
