MINUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Tuesday, January 16, 2018 <br />6:30 o'clock p.m. <br />the west side was in support of having the flexibility to do the 20 -foot front setback to keep the properties <br />and the homes in line with each other. The neighbor on the east had a question about some existing trees. <br />It was determined the trees are on his property and will not be impacted. One other neighbor showed <br />support but was unable to be at the meeting tonight. That neighbor indicated she would send an email <br />expressing her support. <br />Knaeble requested that they be allowed some flexibility on the project and that the Planning Commission <br />recommend approval on their application. <br />Chair Thiesse opened the public hearing at 7:12 p.m. <br />There were no public comments regarding this application. <br />Chair Thiesse continued the public hearing to February 12. <br />Thiesse stated his biggest concern that he would like addressed prior to the City Council meeting is tree <br />preservation. Both the City's stormwater plan and Comprehensive Plan talk about tree preservation, but <br />the proposed grading plan shows that none of the trees on the south end will be preserved. <br />Leskinen stated the noncontiguous has its challenges but the Planning Commission has discussed that in <br />the past. Leskinen asked if there will be a homeowners' association. <br />Curtis indicated the City would require an easement over the rain gardens. Curtis stated she does not <br />believe a homeowners' association is necessary since there will not be a private road to be plowed and <br />only three lots are being developed. <br />Schwingler moved, Landgraver seconded, to recommend approval of Application No. 18-3994, <br />David Knaeble, 3635 Togo Road, preliminary plat approval per the recommendations of Staff and <br />the City Engineer, with the developer providing an update to Staff on tree preservation before <br />proceeding to the City Council. VOTE: Ayes 5, Nays 0. <br />6. #18-3997 REHKAMP LARSON ON BEHALF OF GEORGE HALVORSON, 1300 <br />BRACKETTS POINT ROAD, VARIANCES, 7:15 P.M. — 7:24 P.M. <br />Rehkamp Larson, Applicant, was present. <br />Curtis stated the applicant is requesting a lake setback variance in order to change a flat roof to a gable <br />roof within the 75 -foot setback and an average Lakeshore setback variance in order to make cosmetic <br />improvements and structural changes to the home situated entirely lakeward of the average lakeshore <br />setback line. There will be no expansion of the footprint. <br />The existing home on the subject property is situated 54.4 feet from the ordinary high-water level of Lake <br />Minnetonka and entirely lakeward of the average lakeshore setback line on the east side of Bracketts <br />Point. The applicant's proposal involves replacing the existing flat roof of the one-story conservatory <br />with a pitched roof, thus increasing the volume of the encroachment within the lake setback. The roof of <br />the main portion of the home will be modified to add gables on the north and south ends to replace the <br />existing hipped roof. The roof will not increase in overall height or peak height. However, the mass of <br />the new gable within the 75 -foot lake setback will be greater than existing. <br />Page 8 of 17 <br />
