MEMORANDUM <br />TO: ORONO CITY COUNCIL <br />FROM: JESSICA LOFTUS, CITY ADMINISTRATOR <br />SUBJECT: NAVARRE TRAIL CONNECTION <br />DATE: JANUARY 25, 2016 <br />One of the goals the City Council set for itself this year is to complete the missing trail <br />link in Navarre. The trail connection along County Road 19 from Livingston Avenue <br />to the Dakota Rail Trail is also in our Comprehensive Plan as a future trail (attached). <br />This one block segment has proven challenging in the past due to the cost. However, <br />Hennepin County and Three Rivers are interested in partnering with the City of <br />Orono. Hennepin County did survey work in 2015 and set forward three options <br />(attached) along with a cost estimate. Three Rivers and Hennepin County would be <br />interested in partnering financially if we move forward with the eight foot paved trail <br />design. A sidewalk does not meet their criteria for funding. <br />Staff is seeking direction on whether the Council is interested in moving forward. Our <br />next step would likely be to co-author a grant application to Hennepin County for <br />their portion of the funding. <br />Bob Byers, Hennepin County Transportation Engineer, will attend the meeting to <br />discuss the project and Three Rivers Trail Manager Danny McCullough will also <br />attend to answer any questions on their criteria for a partnership. <br />
