CITY OF ORONO MEMORANDUM <br />DATE: October 91h, 2017 <br />TO: Orono City Council <br />FROM: Adam Edwards, P.E., Public Works Director / City Engineer <br />RE: Old Crystal Bay Road (CSAH 112-CSAH 6) Feasibility Study <br />1. Purpose. The purpose of this action item is to provide the council and update on the progress to date <br />on the OCB feasibility study, get council feedback on the proposed courses of action and develop a plan <br />for engagement on partnership with the Orono School district. <br />2. Background. In July the council authorized staff and Bolton and Menk to conduct a feasibility study <br />for the reconstruction and reconfiguration of Old Crystal Bay Road between County Road 112 and <br />County Road 6. This section of road bisects the Orono School District campus and provides access to <br />multiple school district facilities. At the present time, the road is experiencing heavy congestion during <br />peak hours for school drop-off and pickup. Using traffic information provided in previous studies, <br />Bolton & Menk has evaluated vehicle and pedestrian circulation to develop alternatives that minimize <br />conflicts at intersections, minimize traffic queues, increase safety for pedestrians, and improve traffic <br />operations along Old Crystal Bay Road and adjacent streets. <br />3. Agenda / Discussion Points. <br />A. Review of courses of action. Bolton & Menk will be at the Council Workshop on to review the <br />information and alternatives that have been prepared to date and will be looking for council feedback for <br />continued project development. <br />B. Partnership with the Orono School District. Due to the cost and impacts of any course of <br />action on the school district it is important the city have a plan for engagement with the school district. <br />Subject should include: <br />(1). Initial engagement and development of structure for partnership. <br />(2). Design review process. <br />(3). Cost Sharing. <br />(4). Scheduling. <br />
