Software licensing for Cartegraph asset management software. <br />One department will have a significant budget increase. Elections ($25,600). This is because 2017 <br />was not an election year so not very much was budgeted however 2018 is an election year. <br />Items for Discussion <br />Staff has identified the following areas that need to be addressed prior to the creation of the <br />preliminary budget. The Council should feel free to address any other items of concern in this <br />draft budget. <br />• Tax Levy/Street Maintenance Funding — The Council indicated that they may consider the <br />possibility of a levy increase to be used for funding road maintenance. Staff would like <br />the Council to consider increasing the Pavement Management Fund levy to help meet this <br />unfunded need. The current levy for 2018 is set at $500,000. <br />• Wages — The Council will need to decide the non-union compensation adjustments for <br />2018. <br />• Health Insurance —The budget has been prepared with 50% increase in the family insurance <br />contribution. Council should confirm that this is what they want. <br />• Council should confirm whether or not to hire a Full -Time Code Enforcement position in <br />Building & Zoning and full-time Golf Course/Parks Supervisor position. <br />• Long Term Capital Funding — As part of the budget process, the City's CIP will be updated. <br />Many of the items in the CIP will require a funding source. <br />Next Steps <br />Staff is looking for feedback from the Council on the budget information that is being presented. <br />Based on the feedback, staff will refine the budget and bring it back to the Council at the <br />September 11th work session for additional input. The preliminary budget and tax levy will be <br />approved at the September 25th council meeting.
