The rental of private property for vacationers may impact <br />existing neighborhoods due to increases in traffic, noise, and activity during irregular <br />hours. <br />Stay Rewmmendatlon: Staff recommends the Planning Commission review the <br />appropriateness of the ordinance as drafted and forward the result to Council for <br />approval. Planning Commission packet dated November <br />Background <br />In their workshop on February 3, 2015, the Planning Commission heard from seven <br />property owners commenting on the proposed vacation rental ordinance. These seven <br />are among the 12 vacation rentals owners Identified by staff after searching through the <br />various vacation rental websites in December, including AirBnb, Homeaway, VBRO. <br />Most of those comments respected the need for regulations, noting that they are more <br />protective with their own home and property than the city would be, but did not want <br />overly restrictive regulations. They did not support a total ban on vacation rentals. <br />The draft ordinance prepared and reviewed includes provisions for a business license, <br />and 15 criteria. The Planning Commission is asked to modify the draft ordinance and <br />forward the draft to the City Council for adoption. <br />Comments received, summarized: <br />Jody Laughlin, 120 Big Island, noted that much of the issues of concern are issues <br />she's experiencing in Cruisers Cove, adjacent to her property, and the response <br />
