Of the 47 variances processed in 2016, approximately 10 included a structural coverage relief request. <br />The Code also regulates impervious surface through hardcover limitations. These limitations are also <br />based on a percentage of lot size, up to 2 acres, and are applied based on the proximity to the lakes. <br />The city is divided into 6 Tiers, ranging from 25% to 85% maximum hardcover, included an exempt tier, <br />with no hardcover limitations. <br />The Mayor has suggested that the structural coverage limitation be removed, allowing setbacks and <br />hardcover to regulate massing. If the Council supports this strategy, staff suggests that a maximum <br />percentage be applied to the "exempt" Tier, so that all hardcover regulations can be found in one place, <br />reducing the complexity of the city code for the user. <br />As an alternative to striking structural limitation, the Council could consider changes to the how <br />structural coverage is calculated, the minimum or maximum lot area where structural coverage is <br />applied, or the percentage of appropriate structural coverage. Staff seeks confirmation. <br />Special Events. Regulation of special events is not included in the zoning ordinance, and therefore does <br />not require a public hearing. Staff is proposing a public hearing in part due to the level of interest <br />generated last fall on the subject. <br />Staff understands the objective of an ordinance is to protect neighborhoods from "more than <br />occasional" private events that regardless if the produce income or not, can impact the enjoyment of <br />neighboring residential properties due to noise, traffic, trash, and other impacts. Further, the objective <br />of the ordinance is not to prohibit occasional parties, or to require a lengthy and cumbersome <br />permitting process. Staff seeks confirmation. <br />
