1.1 GENERAL: <br /> 1.2 Stormwater management for the site to meet City requirements is proposed through <br /> use of underground storage.The calculations submitted indicate a portion of the <br /> site currently drains to a wetland located on site with the remainder draining <br /> directly to Lake Minnetonka.These two runoff amounts were added without <br /> routing runoff from the first watershed through the wetland prior to discharge to <br /> the lake.To meet City requirements,the total proposed peak runoff rates for flow <br /> leaving the site per storms analyzed must not exceed existing conditions for the <br /> same events.Therefore,the existing condition analysis should be revised to route <br /> the first drainage area through the wetland prior to discharge to the lake.The sizing <br /> of the underground systems may need to be revised to restrict peak rates <br /> accordingly.A revised Stormwater Management Report should be submitted for <br /> review and approval. <br /> CSG RESPONSE: SEE REVISED HYDROCAD REPORT. WETLAND B IS SO SMALL IN <br /> COMPARISON TO THE DRAINAGE AREA COMING TO IT THAT IT DOES NOT AFFECT <br /> TOTAL RUNOFF RATES. IT IS MORE OR LESS A "WET DEPRESSION" AND THERFORE <br /> DOES NOT HAVE ENOUGH STORAGE TO TRULY AFFECT THE EXISTING RUNOFF RATES <br /> FROM THE SITE. <br /> 1.3 Since common buckthorn and garlic mustard are identified in the Conservation <br /> Design Master Report,a Vegetation Management Plan should be included. The <br /> plan should indicate schedule and methods for removal of invasive species over the <br /> entire site.The Landscape Plan should also be revised to indicate areas of <br /> buckthorn and garlic mustard removal. <br /> CSG RESPONSE: NOTES PROVIDED IN REMOVALS PLAN AND LANDSCAPE PLAN. <br /> SINCE INVASIVE SPECIES ARE SO WIDE SPREAD AND TO BE REMOVED OVER THE <br /> ENTIRETY OF THE SITE, WE FEEL A VEGETATION MANAGEMENT PLAN IS REDUNDANT <br /> WHEN COMBINED WITH REMOVAL AND LANDSCAPE PLANS. <br /> 1.4 Work within public right-of-way must be coordinated with the Public Works <br /> Department.Contractor must provide a minimum 48 hour notice prior to any work <br /> being performed.Notes should be revised accordingly. <br /> CSG RESPONSE: NOTE ADDED TO C2.0 <br /> 1.5 The condition of Ivy Place should be reviewed by the City and Contractor prior to <br /> any work,and the existing condition should be documented with pictures.After <br /> completion of work,the street should be reviewed for damage,and the Contractor <br /> should be required to repair any damage deemed to be caused by site work. <br /> CSG RESPONSE: NOTE ADDED TO C2.0 <br /> 1.6 The applicant will be required to obtain Minnehaha Creek Watershed District <br /> (MCWD)approval and permitting for their Erosion Control,Floodplain <br /> Alteration,Wetland Protection,Shoreline Stabilization,and Waterbody Crossings <br /> and Structures Rules.A copy of any approvals or permits required should be <br /> submitted prior to Final Plat approval. <br /> CSG RESPONSE: NOTED, APPROVAL FROM MCWD WILL BE PROVIDED <br /> 1.7 The applicant will be required to obtain a General Construction Permit(NPDES)to discharge <br /> RECEIVED <br /> OCT 1 8ZU1# 3 9 Be ! <br /> CITY OF ORONO <br />
