FILE#17-3976 <br /> 10/16/2017 <br /> Page 4 of 4 <br /> Staff has completed a preliminary review of the project for compatibility with the septic system. <br /> The attached letter from the Building Official provides additional information as Exhibit F. <br /> Practical Difficulties Statement <br /> Applicant has completed the Practical Difficulties Documentation Form attached as Exhibit B,and <br /> should be asked for additional testimony regarding the application. <br /> Practical Difficulties Analysis <br /> Staff finds practical difficulties exist with the topography of the lot and the orientation of the <br /> existing home. The existing home is built at the tallest elevation on the lot. The topography then <br /> slopes down and away from the principle structure on all sides creating many slopes and hills on <br /> the property. The home also has the septic and a wetland to the east and their well to the west <br /> of the principle structure. The addition would create a 15 foot setback from the rear property <br /> line. The encroachment does not appear to adversely impact the adjacent properties. <br /> Engineer Comments <br /> A full review will be conducted at the time of the building permit. <br /> Public Comments <br /> To date, no public comments have been received. <br /> Issues for Consideration <br /> 1. Does the Planning Commission find that that the property owner proposes to use the <br /> property in a reasonable manner which is not permitted by an official control? <br /> 2. Does the Planning Commission find that the variance(s), if granted, will not alter the <br /> essential character of the neighborhood? <br /> 3.
