CMP Part 3B. Land'Use Plan <br /> development of a "mid-point" connection to Wayzata Boulevard directly <br /> across from Brimhall Avenue or Shaughnessy Avenue, such access to be <br /> at least a right-in,right-out configuration. Further, if and when the service <br /> road is constructed, all other existing accesses directly to Highway 12 <br /> should ultimately be removed. <br /> 2. Property abutting the north side of Highway 12 from Willow Drive to <br /> Old Crystal Bay Road. As part of the 1989 Comprehensive Plan <br /> amendment, the City guided the portion of this area directly adjacent to <br /> the north side of Highway 12 for commercial development. At that time, <br /> the City was not clear about the type of commercial development that <br /> should be planned for this area. The 2000-2020 CMP further refined the <br /> intent for this area, establishing that the optimum development in this area <br /> would be office development. Office development can provide services for <br /> Orono residents, can provide facilities for businesses owned by Orono <br /> residents, and can provide quality employment opportunities. The <br /> development of this area for office use versus retail use enables the <br /> Wayzata Boulevard retail area to remain a more compact pedestrian- <br /> friendly retail area versus a non-cohesive extended strip of retail <br /> development. The City's intent is to have a single tier of office uses <br /> between Kelley Parkway and Wayzata Boulevard, with residential uses <br /> north of Kelley Parkway. <br /> Parameters for commercial use of this area are as follows: <br /> 1. The area affected is property lying between Kelley Parkway and <br /> Wayzata Boulevard, west of Willow Drive and east of Old Crystal <br /> Bay Road. <br /> 2. Allowed uses in this area include professional offices, limited <br /> service uses, and retail uses accessory to the office use. <br /> 3. Access to all uses will be via Kelley Parkway. Direct access to <br /> Willow Drive, if allowed, shall be right-in/right-out only. There <br /> shall be no direct access points onto Wayzata Boulevard. <br /> 4. "Big box"retail uses will not be allowed within this area. <br /> LAKESHORE COMMERCIAL LAND USE <br /> Lake access and lake user service businesses are appropriate for a lakeside <br /> community and require a lakeshore location. Special performance standards are <br /> necessary to assure protection of the lake environment and protection of <br /> neighboring properties. <br /> City of Orono Community Management Plan 2008-2030 Page 3B-41 <br />
