Permit should not be issued until the following conditions are met: <br /> 1. Reimbursement of mailing costs <br /> 2. Payment of Rule J fees <br /> 3. Submit a declaration for the preservation of wetland buffers which must be executed and <br /> recorded <br /> 4. Submit a surety for wetland alteration in the amount of$5000.00 <br /> Background: <br /> The applicant is proposing to construct a driveway access to a recently subdivided property at the <br /> location cited above in the City of Orono. The proposed project consists of filling 3,400 square <br /> feet of a Type 2/6 wetland for the purposes of creating a driveway to access the property. <br /> Impacts will be mitigated on-site through the creation of 9,500 square feet of new Type 3 <br /> wetland which be performed simultaneously with the construction. Permits would allow for <br /> grading, filly mitigation and WCA replacement plan approval. <br /> Rule F3. <br /> Erosion control consisting of silt fence has been provided throughout the site. <br /> Rule D: <br /> As stated above,the project will involve the filling of 3,400 square feet of wetland followed by <br /> the subsequent mitigation on-site of 9,500 square feet of new Type 3 wetland The applicant has <br /> provided a sequencing discussion in accordance with WCA which includes justification of <br /> Hennepin County mandated sight distances for accesses to CSA[d 19. These requirements <br /> thereby limit the applicant to the proposed impact location for access to the property from the <br /> County Road. Because the replacement plan exceeds the WCA required 2:1 ratio,MCWD staff <br /> has verified the application to be in compliance with WCA guidelines.
