Construction of a proposed permanent screening berm along the south and southwesterly <br /> boundaries of the site will require conditional use permit application and approval. <br /> 6. An annual review of the interim use permit shall be conducted to determine whether the use <br /> remains acceptable during the duration of the Wayzata Boulevard improvement project. <br /> Landgraver asked if Hennepin County has a site that they used during the project on Highway 12 on the <br /> west side of Old Crystal Bay Road. <br /> Gaffron indicated they vacated that property a number of years ago and Staff is not sure what the final <br /> intent for the property is. <br /> Curt Fretham,Lakewest Development, stated the entire site consists of approximately 30 acres and that <br /> they will only be using a small portion of the site for this activity. Approximately half of the site is <br /> wetlands and the other half is dry buildable land. Fretham noted the green pasture area would be the <br /> location of the majority of the activities. The area highlighted in blue depicts the lot. <br /> Fretham indicated the next slide illustrates the layout of how they envision things would work on the site. <br /> Access would be on the left side of the property. The trucks would come in and dump on the left-hand <br /> side. The material would then be processed in the blue highlighted area. Fretham commented it seems <br /> like there will be a lot going on but there is not that much to it. Fretham stated they have done similar <br /> activities on other sites previously. <br /> In addition,a screening buffer would be created. Fretham stated there will be a lot of excess clean fill <br /> available from the job and that he was planning on using it to create a future buffering amenity but that it <br /> could be created now. A formal landscape plan does not exist currently but some trees could be planted <br /> along the berm to help further screen the site. <br /> Fretham stated he has done some of this before in other communities a lot closer to town. Fretham <br /> indicated they did a large demolition of a church in St.Louis Park where they crushed the materials, <br /> recycled them, and then used some of the materials on site but then hauled some off site.
