Conditional Use Permit Application <br /> E. Zoning(For Ordinance Text Amendment) <br /> The property is:.bped RR-1B,One Ramily Rural Residential,and gelded for high-density <br /> multi-family residential development. In order to allow the allow the site to be used for staging <br /> equipment,stockpiling materials, processing and recycling aggregate and bituminous <br /> materials,and other construction activities an Ordinance Text Amendment is requested. <br /> F Staging & Recycling <br /> The staging and recycling activities will occupy approximately 5 acres of the total property <br /> (see site plan).Access to the site will be provided from Wayzata Boulevard(Highway 112 or <br /> Old Highway 12)at the location established in the Eisinger Meadows Preliminary Plat. A <br /> culvert per county specifications will be instilled and a gravel access road at least 24'wide will <br /> be constructed. A temporary rock stabilization pad of 4-8 of recycled 3"minus concrete win <br /> be constructed to accommodate the recycling equipment.Two stockpiles,one for raw <br /> materials and one for finished materials will be located at either end of the recycling <br /> equipment,truck traffic flowing counterclockwise within the site. Lakewest Is currently working <br /> with the MPCA to obtain permission to flit an area that will support a large visual and noise- <br /> screening berm along the western and southern borders as a buffer to Highway 12. The <br /> proposed bean will later be seeded and landscaped as an amenity for the future development. <br /> G. Recycling& Processing Operations <br /> The contractor operating the site during the CSAH112 project will be responsible for: <br /> • Instilling and maintaining access to the site in accordance with local governing <br /> authorities <br /> • Furnishing and Maintaining erosion control devices as specified by local governing <br /> authorities <br /> Providing sweeping and dust control services as specified by local governing <br /> authorities, County and/ot land owner <br /> • Providing traffic control as directed by local municipality and/or County <br /> • Providing temporary and final turf establishment as required by local governing <br /> authorities <br /> • Maintaining a safe and dean construction site ea directed by contractor's In-place <br /> safety program <br /> • Establishing hours of operation in conformance with local municipality <br /> • Establishing a lighting photometric plan as directed by local municipality and/or <br /> County(if required) <br /> H. Reclamation Plan <br /> At the conclusion of the CSAH112 Project and/or other recycling projects,the site will be <br /> restored to the same,or batter,condition as it is now. The temporary rock stabilization pad <br /> and stockpiles will be removed and the(potential)large perimeter berm will be seeded and <br /> landscaped.Eventually the site will be used to create Elsinger Meadows according to the <br /> original vision. <br /> RECEIVED <br /> CUP—Page 3 of 3 <br /> FEB 21 2017 <br /> CITY OF ORONO # 3910 <br />
