Because construction staging is not an allowed use in any Orono zoning district <br /> and is not a permanent use, the only functional method for approving it is via an Interim Use <br /> Permit. The zoning code currently does not contain provisions for Interim Uses. The applicants <br /> are requesting in this application that the City amend the zoning code in order to allow Interim <br /> Uses. <br /> Staff Recommendation: Planning Department Staff recommends that Planning Commission <br /> discuss the "Interim Use" concept generally. Staff recommends adoption of an Interim Use <br /> ordinance similar to that in the attached examples. If Planning Commission concludes that the <br /> proposed temporary use for 3245 Wayzata Boulevard has merit, then staff would also <br /> recommend adoption of a text amendment to the RR-1B District establishing a (very short) list <br /> of allowed Interim Uses, including staging of construction activities subject to appropriate <br /> conditions. <br /> List of Exhibits <br /> Exhibit A.
